ARK News.. The White House late Monday, September 29, 2025, unveiled U.S. President Donald Trump’s plan for Gaza, which primarily calls for an immediate end to the war if both parties to the conflict agree to its terms.

The plan consists of twenty points, all of which were approved by Israeli Prime Minister Benjamin Netanyahu. Below are the twenty provisions, with some details summarized, as reported by France Press Agency:

Gaza will be free of extremism and terrorism, posing no threat to its neighbors.

Reconstruction of Gaza for the benefit of its residents.

If both sides accept the proposal, the war will end immediately.

Within 72 hours of Israel’s public endorsement, all hostages—living and deceased—will be released.

Israel will release 250 prisoners serving life sentences, in addition to 1,700 Gaza people detained after October 7, 2023, including all women and children. For every set of remains of an Israeli hostage returned, Israel will release the remains of 15 Gaza people.

Amnesty will be granted to Hamas members who pledge peaceful coexistence and surrender their weapons. Safe passage will be arranged for those wishing to leave Gaza for countries willing to receive them.

Full-scale humanitarian aid will be sent to Gaza immediately, including the rehabilitation of infrastructure, hospitals, and bakeries, along with equipment to clear rubble and open roads.

Aid will enter and be distributed independently by the United Nations, the Red Crescent, and other international organizations unaligned with either side.

Gaza will be governed by a non-political Palestinian technocratic transitional committee responsible for public services and municipalities. It will be overseen by a new international transitional authority—the “Peace Management Council”—chaired by Donald Trump and including former British Prime Minister Tony Blair. This body will set the framework for Gaza’s reconstruction until the Palestinian Authority completes its reform program.

Trump’s economic development plan for Gaza will be designed by a panel of experts, aimed at attracting investment to create jobs and hope for the territory’s future.

Establishment of a special economic zone.

No one will be forced to leave Gaza; residents will have freedom to leave or return. The plan will encourage people to stay and rebuild a better Gaza.

Hamas and other factions must agree not to participate in Gaza’s governance in any form. All military and terrorist infrastructure, including tunnels and weapons facilities, will be dismantled. Gaza will be disarmed under the supervision of independent monitors and committed to building a prosperous economy in peaceful coexistence with its neighbors.

Regional partners will provide guarantees to ensure Hamas and other factions uphold their commitments, and that Gaza poses no threat to its people or neighbors.

The U.S., together with Arab and international partners, will establish a temporary International Stabilization Force (ISF) for immediate deployment in Gaza.

Israel will neither occupy nor annex Gaza. As the ISF takes control, Israeli forces will withdraw under agreed disarmament benchmarks and timelines, coordinated between the Israeli army, the ISF, guarantor states, and the U.S., to ensure Gaza’s security and prevent threats to Israel, Egypt, or civilians. Israel will gradually hand over territory to the ISF until full withdrawal, with the exception of a temporary security buffer zone maintained until Gaza is fully secured against terrorism.

If Hamas delays or rejects the proposal, the above measures—including expanded humanitarian aid—will be implemented only in areas handed over by Israel to the ISF.

As Gaza’s reconstruction advances and the Palestinian Authority’s reform program is implemented, conditions may emerge for Palestinians to pursue self-determination and statehood—recognized as the aspiration of the Palestinian people.

The U.S. will facilitate dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous coexistence.
