UN: Around 16.5 Million People in Syria in Need of Humanitarian Assistance

ARK News.. The UN Resident Coordinator and Humanitarian Coordinator in Syria revealed that nearly 16.5 million people across the country are in urgent need of humanitarian aid, noting that some 2.5 million returnees—both internally displaced persons and refugees returning from abroad—are struggling, with many finding their homes destroyed.

Speaking at a press conference on Tuesday, September 9, 2025, ahead of concluding his mission to review the UN’s work, priorities, and future plans in Syria, Adam Abdelmoula said the country continues to face a protracted displacement crisis. More than 6 million people remain internally displaced, while over 6 million others live as refugees around the world.

He added that roughly 24 percent of housing stock in Syria has been damaged or destroyed over the past years, stressing that UN funding to address this issue remains “extremely scarce.”

According to Abdelmoula, the 2025 Humanitarian Response Plan has so far received only 14 percent of the $3.2 billion required for its implementation.

In closing, Abdelmoula recalled the beginning of his mission in Syria in 2012, noting that he decided at the time to halt all developmental activities “so that neither the ousted regime would benefit nor the efforts be exploited politically.”
