A vision regarding the safe zone in Syrian Kurdistan
ARK News: It seems that a safe zone in Syrian Kurdistan will be established, but if it is created in the form suggested by the United States and Turkey, this zone will not become a safe area for the people of the region.
Therefore, a solution should be found that satisfies the major concerns of all parties involved. On the one hand, Turkey's fears of PKK must be taken seriously. The PKK is engaged in armed action and conducts various military operations in Turkey. As long as PKK military activities in Turkey continue, Turkey will not accept the presence of the PKK or any forces loyal to the PKK in the area concerned. On the other hand, the hoped-for solution should ensure the safety of the people of the region and their interests. After the experience in Afrin, fears are mounting that Turkish forces would attack the region, causing a repeated scenario of human rights abuses, seizure of people's property, and security chaos that would bring armed groups and criminal gangs into power.
We, the Kurdish Future Movement in Syria, believe that the implementation of the following key points will result in a solution that may satisfy all parties and ensure the safety of the region:
1. A safe zone must be established along 570 km, with a depth of 35 km, on the Syrian-Turkish border.
2. All Turkish forces, as well as all armed groups and factions, must leave Afrin.
3. PKK troops and all military forces loyal to the PKK must be withdrawn from the regions Jazira and Kobani.
4. American, French and British forces, in coordination with Russia, shall protect the area until a new administration and armed forces are established.
5. A regional constitution that guarantees civil rights and limits the power of the majority, ensuring the interests of minorities and of all people living in the region, including Kurds, Assyrian Syriacs, Arabs, and another group, shall be drafted. As a starting point for discussions, the constitution drafted by the Kurdish National Council in 2016 could be adopted.
6. The German government, in cooperation with the European Union, shall fund and support the establishment of the new administration for the region.
7. Transparent and fair elections shall be organized under the supervision of the United Nations at the regional and at the local level, a regional parliament and city councils shall be elected within a year. The participation and representation of all components in Syrian Kurdistan must be guaranteed.
8. The elected administration shall form new military and police forces. These forces must not include armed groups of political parties, as such forces would cause internal rivalry and a lack of cooperation. Moreover, military and police forces must include all components of the region and must be under the control and managed by the elected administration.
