Contents of the meetings of the third day of the mini-body in the sixth session of the meetings of the Constitutional Committee
ARK News… The Constitution Drafting Committee ended the sessions of the third day of the meetings of the Syrian Constitutional Committee, with the participation of the delegation of the Syrian Negotiating Committee, at the United Nations at the Palais des Nations in the Swiss city of Geneva, according to the agenda and methodology agreed upon between the co-chairs and the UN envoy for Syria.
The civil society delegation submitted a proposal for a constitutional principle on the rule of law in the Syrian state, and it was discussed during the two sessions of the meetings for the third day by members of the Constitution Drafting Committee from the three parties.
Shortly after the end of the work of the third day, Mr. Hadi Al-Bahra, the co-chair of the Constitutional Committee, gave a press briefing in front of the building of the Palace of Nations at the United Nations, initiating it by offering condolences to the families of the innocent victims of today’s bombing of Jericho in the Syrian province of Idlib, and for all Syrian civilians who have fallen across Syria since 2011, confirming that: “A ceasefire is a basic demand, and it is not possible to engage in a serious political process until the violence in Syria stops.”
Al-Bahra believes that there are “several forces throughout Syria that have become allied against any political action, and this is evident from the coincidence of the events that took place days ago, one in Damascus and the other in Jericho.” This is a situation created by the war economy. There are parties that benefit from war and chaos, whether from the circles of corruption or the circles of terrorism. They see the existence of any political solution that ends the situation in Syria and leads to the implementation of Security Council resolution 2254 (2015) as a loss for them.”
Regarding the course of the third day’s meetings, Al-Bahra stated that during today’s sessions: “The members expressed their regret over the violence that is happening in Syria, as they assured the United Nations Special Envoy, Mr. Geir A. Pedersen, stressed the need to redouble his efforts in pursuit of a comprehensive ceasefire in Syria.” He added that the members "expressed the need for the UN envoy to communicate with the international community to activate efforts to achieve this, especially during the presence of international delegations in Geneva during the meetings of the sixth session, such as Russia, Turkey, the United States of America, Iran, and most European Union countries."
Al-Bahra added about the meetings of the third day: “It was started to discuss an important paper submitted by members of civil society on the rule of law in the Syrian state.” He added, "The rule of law is one of the foundations for the establishment of a state of law, and the members of the delegation clearly indicated the need for all state institutions to be subject to the law, and the need to implement all laws emanating from the constitution."
