Pederson announces 7 rules for the work of the Syrian Constitutional Committee

ARK News: The UN envoy to Syria, Geir Pederson, called on the Syrian Constitutional Committee to start its meetings in Geneva on 30 October.

This came as part of a document submitted by the Secretary-General of the United Nations to the Security Council which included the standards of reference and rules of work of the Committee. According to the document, the Special Envoy invited the Constitutional Committee to start its meetings in Geneva on 30 October.

The main points of the document entitled “Basic Terms of Reference and Rules of Procedure” are as follows:

1- Facilitating negotiations within Syria within a constitutional process based on the resolution 2254 for a new constitution; under which organizing free and fair elections under the auspices of the United Nations, must be done in accordance with the UN resolution and with full respect for Syria's national sovereignty.

2- Activating the final statement of the Sochi Conference as a contribution to the Geneva process with the support of the Sochi participants.

3- Stressing the importance of moving the broader political process forward to build confidence and implement Security Council resolution 2254.

4- The Committee will work on the preparation and drafting of constitutional reform for public approval, as a contribution to the political settlement in Syria and to the implementation of resolution 2254.

5- Constitutional reform embodies the core of the Syrian-Syrian twelve principles in letter and spirit of the Syrian Constitution and Syrian constitutional practices.

6- The Constitutional Committee may review the 2012 constitution, including in the context of other Syrian constitutional experiences, and amend the existing constitution or draft a new constitution.

7- The Committee shall adopt its decisions by consensus whenever possible, otherwise by a vote of at least 75% of the members of the body concerned, i.e. 113 in the extended body and 34 in the mini
