Iran Says Memorandum of Understanding with the United States Has "Effectively Ended"

ARK News.. Iran's Foreign Ministry spokesman and member of the country's negotiating team, Ismaeel Baghaei, said the memorandum of understanding signed with the United States has "effectively ended," stressing that all U.S. military bases in the region are now part of Iran's "target bank."

Speaking at his weekly press conference on Monday, July 13, 2026, Baghaei said the United States had "clearly violated the agreement" and breached various provisions of the 14-point memorandum within a short period, adding that Tehran would respond in kind to any commitment—or lack thereof—by the other side.

Baghaei added that Iran will use all available international mechanisms and opportunities to document what he described as the "crimes committed" against Iran and pursue justice for the Iranian people.

He said that last Saturday's negotiations focused primarily on arrangements for managing the Strait of Hormuz in coordination with the Sultanate of Oman, while criticizing the statement issued by the three European countries regarding the strategic waterway.

Baghaei stressed that Iran has the sovereign right to take any measures necessary to protect its national interests and will not allow the United States or Israel to use the Strait of Hormuz to harm Iran.

He further warned that any territory of any country used to launch attacks against Iran would be considered a legitimate target under Iran's defensive measures.

The spokesman also said that none of the U.S. military bases in the region have been excluded from Iran's target bank, while emphasizing that Tehran would not allow developments in the Strait of Hormuz to undermine regional security and stability.

On the nuclear file, Baghaei said Iran will not grant International Atomic Energy Agency (IAEA) Director General Rafael Grossi access to its nuclear facilities.

Regarding regional relations, he criticized recent remarks by Turkish Foreign Minister Hakan Fidan, describing them as "incorrect," and called on Ankara to refrain from raising issues that, according to him, justify Israel's expansionist policies, urging Turkish officials to clarify their position.
