During a meeting with Gonzalo Vargas Llosa, the new representative of the United Nations High Commissioner for Refugees in Syria at the European Mission office in Damascus, Dan Stoinescu, Charge d'Affaires of the European Union Delegation to Syria, said that the responsibility for creating the appropriate conditions for the return of Syrian refugees falls on the Syrian regime.
