ARK News… Yezidi MP Mahma Khalil, on Monday, stated that there are 50 billion dinars allocated for the reconstruction of Sinjar, but the presence of the Kurdistan Workers’ Party and outlaws prevents reconstruction and the return of the displaced, stressing at the same time that the Prime Minister Muhammad Shi’a al-Sudani is serious about implementing this program and the Sinjar Agreement and create conditions for the return of the displaced.

Khalil, a representative of the Kurdistan Democratic Party, said in a press statement, "Sinjar is destroyed and afflicted, and a few days ago we transferred its humanitarian file to the German parliament, and there is international sympathy for the issue and the people of Sinjar. After our return, we met with the Sudanese Prime Minister, Muhammad Shia’ a, and we demanded that there be special consideration for Sinjar."

He added, "50 billion Iraqi dinars have been allocated as an initial financial cover in the Sinjar Reconstruction Fund, but the file of reconstruction and the return of the displaced depends on the departure of the PKK forces and the outlaws from Sinjar district."

Khalil stressed, "We do not allow the absence of the state and tampering with the capabilities of Sinjar and its people," adding, "A non-Iraqi and illegitimate party from outside the borders controls the fate of the people of Sinjar, and therefore the atmosphere must be ready for the implementation of the Sinjar Agreement, and then the convoy of services will begin."

The Yazidi representative indicated that "the file of services, food security, and financial allocations for service projects in Sinjar are found in the Iraqi state budget law."

He pointed out that the ministers of construction and planning "approved the large Sinjar irrigation project by transferring the water supply from the Tigris River to the Sinjar district by an official letter, and the approval was obtained, and there is also an engineering effort and financial sums allocated, but all of them depend on the implementation of the Sinjar Agreement between the federal government and the Kurdistan Regional Government."

He concluded by saying, "Prime Minister Muhammad Shia'a al-Sudani is serious about implementing this program, implementing the agreement, and creating conditions for the return of the displaced to Sinjar."

On October 9, 2020, the governments of Baghdad and Erbil reached an agreement to normalize the situation in Sinjar, which provides for joint management of the judiciary in terms of administrative, security, and service aspects.

ISIS invaded the Sinjar district in 2014 and committed a massacre against its residents before the Peshmerga forces took it back the following year.

However, the Iraqi army, backed by the Popular Mobilization Forces, extended its control over the judiciary due to the tension between the region and the federal government over the independence referendum in 2017.

There are currently two local administrations for Sinjar, one of which has been appointed by the authorities of the federal government, and the second is a government that conducts its business from Duhok Governorate.

The anti-Ankara Kurdistan Workers' Party (PKK) also formed a loyal faction there under the name "Sinjar Protection Units" and receives salaries from the Iraqi government as a faction under the umbrella of the Popular Mobilization Forces.
