ARK News… A meeting between representatives of the European Union and Latin America on the last day of the EU-Latin American and Caribbean summit has turned into a diplomatic spat over the Ukraine crisis.

The ambassadors worked through most of the night and into Tuesday morning to find the simplest text condemning Russia's military operation in Ukraine.

An EU official said the negotiations had stalled due to reservations by some countries in Central and South America, such as Cuba, Venezuela and Nicaragua.

While the 27-nation European Union wanted the summit to focus on new economic initiatives and closer cooperation to prevent China's growing influence in the region, many leaders of the 33-nation Community of Latin American and Caribbean nations leveled old accusations of colonialism and slavery.

"Most of Europe has been and continues to be a one-sided beneficiary in what was an unequal relationship with Latin America and the Caribbean," said St. Vincent and the Grenadines' Prime Minister Ralph Gonsalves, who heads the Latin American and Caribbean delegation.

Diplomatic protection of Ukraine and condemnation of Moscow are daily routines for EU countries, but many governments in Latin and Central America have taken a more neutral stance on the Ukraine crisis.
