Kamiran Hajo: US, Russia and Europe support the adoption of the rights of Kurds in the new Constitution of Syria

ARK News: An official of the Foreign Relations Committee of the Kurdish National Council in Syrian the opposition, Kamiran Hajo, said on Thursday, that the United States, Russia, and Europe expressed support for the recognition of the rights of the Kurdish people in the future constitution of Syria, considering at the same time that the Kurdish representation in the Constitutional Committee is very weak.

Significant differences await the Constitutional Commission

Hajo, a member of the Constitutional Committee representing the Kurdish National Council, said: “Despite the announcement of the Secretary-General of the United Nations Antonio Guterres to form a constitutional committee comprising representatives of the government, the opposition and civil society in Syria, after long consultations, there are still major differences awaiting parties”.

He added that “international and regional interventions, especially the interventions of the regime delayed the announcement of the formation of the Constitutional Commission for Syria, where Damascus was rejecting the names of six members put forward by the Special Envoy of the United Nations, where each party was seeking to appoint names close to it”.

Hajo pointed out that “the differences awaiting the parties related to the mechanisms of decision-making and drafting of the Constitution; because the opposition insists on the drafting of a new constitution while the regime stresses amendments to the 2012 constitution, the place of meetings of members of the Constitutional Committee, as well as other differences related to procedural laws on the establishment of the Committee”.

Hajo stressed that “the regime will do its best to obstruct the work of the Constitutional Committee; because it originally does not believe in the drafting of a new constitution for Syria”.

Kurds are underrepresented in the Constitutional Committee

A member of the Constitutional Committee explained that, “Kurdish representation is weak in the Constitutional Committee, where it is limited to two members-only until the moment, Kamiran Hajo, representing the Kurdish National Council, and Dr. Abdul Hakim Bashar, representing the Syrian National Coalition, while it remains unknown at this point whether the United Nations will choose Kurdish representatives of civil society in its committee or not”.

Hajo denied the SDC's communication with the Kurdish National Council about the Constitutional Committee, saying: “The Syrian Democratic Council, which represents the political front of the Syrian Democratic Forces, has not made any call for us to coordinate on the Constitutional Committee, and political differences still exist between us until the moment, and there were three agreements between us which have not implemented any of them, and there are no relations between us now”.

The PYD administration was excluded by a Turkish veto

Kamiran Hajo, a member of the Constitutional Committee, said that the refusal of the regime and the Syrian opposition and the United Nations to the Syria Democratic Council and the management of the Democratic Union Party the PYD to join the Constitutional Committee comes due to “Turkish veto”.

The official of the Foreign Relations in the Kurdish National Council said that the relations of the Council continue with major powers such as the United States of America, Russia, and Europe "during our meetings, we asked them to stand by the Kurdish people in Syria."

Hajo added, “all these parties without exception expressed support for the rights of the Kurdish people in the new constitution, stressing that they will not accept a constitution which does not recognize the rights of the Kurdish people in Syria”, “the Kurdish official pointed out saying: “But we will wait in practice whether these parties will keep their promises during the writing of the constitution or not”.

Kamiran Hajo, an official of the Foreign Relations Committee of the Kurdish National Council in Syria, concluded by saying: “The Kurdish National Council will exert its utmost efforts to put forward its program concerning the constitutional recognition of the rights of the Kurdish people who live on its historical and federal land as a suitable formula for the future Syria”.
