The 56th anniversary of the abolition of Kurds from Syrian nationality
ARK News: Friday marks the 56th anniversary of the Exceptional statistic (since 5/10/1962) which abolished of more than "300" thousand people in el-Jazeera region of the Kurdish people in Kurdistan, Syria, of Syrian nationality, according to Amnesty International in 2011.
After the Baath Party took power in 1963, it implemented policies aimed at Arabization the names of Kurdish villages, towns and cities, banning Kurdish culture from circulation, and prevent the naming of newborns with Kurdish names, in addition to the implementation of the project "Arab Belt Project ""pursuant to Law No. 75 issued in 1964 , and called for the province of Hasakah as a border province, thus, Kurdish farmers were prevented from owning agricultural land. The ownership was transferred to "benefit" under lease contracts between the Ministry of Agriculture and the farmer, under which the latter pays a rent allowance for the benefit of his agricultural land each year.
The census was carried out in the province of Hasakah in the era of the President of the Republic,, Nazem al-Qudsi, and the Prime Minister, Bashir al-Azmah, where it took place on 5 October 1962, and the Kurds were divided in Syria as:
-Enjoying Syrian citizenship.
-Kurds are abolished of citizenship and registered in official restrictions as foreigners.
- Who are not registered in official civil records, and are called deprivation from registration, a Syrian administrative term that refers to the absence of the person concerned in official records.
In addition to the previous category, deprivation of registration includes:
- Who born to a foreign father and a citizenship of a mother.
- Who born to a foreign father and mother that depriving of the registration.
-Who was born to parents that both of them are deprived of registration?
Under this racist arbitrary procedure, the sons of our people have suffered from various forms of discrimination and alienation within Syria, this was manifested in their denial of civil, political and economic rights which concerns the acquisition of citizenship, such as the right to participate in elections, the right to work, employment, travel, registration of marriage and birth, as well as the right to property and to the military service of knowledge.
This inhumane situation has affected the lives of the Kurdish majority in the daily suffering of poverty and unemployment, despite the ongoing protests and ongoing reviews by the victims and the demands of the Syrian civil society, and despite repeated and continues promises made by the Syrian authorities from time to time to resolve this issue after it recognized their existence at the time, however this unjust suffering continued, but also increased after the issuance of Legislative Decree No. 49 dated 10/9/2008, it states that "any of the signs of litigation, mortgage, booking, division, and specialization shall not be allowed to be placed on the real estate registration in the border areas, whether or not the property is within the organizational plan or outside of the city."
Syrian President Bashar al-Assad had issued the Legislative Decree No. (49) to grant Kurds registered in the records of foreign province of Hasakah the Syrian nationality, the Minister of the Interior was instructed to take the decisions contained in the executive instructions of this decree, after the outbreak of the Syrian revolution in 2011 in a move to win the Kurds towards him, and weaken its oppositions, but the majority of the Kurdish people had already settled their attitude after five decades of Baath rule and Assad's family in Syria, and even after the naturalization of "foreign province of Hasakah" Assad could not change their position and gain an absolute majority of the Kurdish people in Kurdistan Syria.
Naturalization alone was not sufficient in the aspirations of the Kurds, where the damage and deprivation left by this decision did not and will not end with that card, marginalized to compensate them for their natural and legitimate rights.
