مسرور بارزاني يجري سلسلة لقاءات مع كبار المسؤولين الأمريكيين
يعقد رئيس وزراء إقليم كوردستان، مسرور بارزاني، اليوم الأحد 18 أيار 2025، لقاءً مع وزير الخارجية الأمريكي ماركو روبيو، إلى جانب حضوره، مؤتمراً للطاقة خلال زيارته الجارية إلى واشنطن.
وبحسب المصادر الإعلامية الكوردستانية، سيلتقي رئيس الوزراء مسرور بارزاني، اليوم، مع وزير الخارجية الأمريكي ماركو روبيو، ومن المقرر أن يعقد خلال الأيام المقبلة عددا من اللقاءات مع مسؤولين أمريكيين وأعضاء في الكونغرس من الحزبين الجمهوري والديمقراطي، وعدد من المستثمرين.
وتأتي زيارة رئيس الوزراء مسرور بارزاني في الوقت الذي تتولى فيه إدارة ترامب الجديدة مهامها منذ عدة أشهر، مما يزيد من أهمية هذه الزيارة، وتوقيتها.
ووصل رئيس وزراء إقليم كوردستان مسرور بارزاني، أمس السبت إلى واشنطن في زيارة رسمية بدعوة من الولايات المتحدة.

Syrian Government Forms Commissions for Transitional Justice and Missing Persons
ARK News.. In a significant step toward addressing two of the most complex and sensitive issues of the post-Assad transitional phase, Syrian authorities have announced the formation of two national commissions: one for Transitional Justice and another for the Missing Persons.
The creation of the National Commission for Transitional Justice comes more than five months after the ouster of Bashar al-Assad’s regime on December 8, 2024.
According to a presidential decree signed by Transitional President Ahmad al-Sharaa, the commission is tasked with “uncovering the truth about grave violations committed by the former regime, ensuring accountability for those responsible in coordination with relevant institutions, providing reparations to victims, and reinforcing the principles of non-repetition and national reconciliation.”
Abdel Basset Abdul Latif has been appointed as head of the commission. He has been given 30 days from the date of the announcement to form a working group and establish the internal bylaws.
In a separate decree, President al-Sharaa announced the formation of the National Commission for the Missing, with the stated goal of uncovering the fate of thousands of forcibly disappeared Syrians.
The new body, according to the decree dated Saturday, May 17, 2025, was established “out of a commitment to determine the fate of the thousands of missing persons in Syria and to deliver justice to their families.”
The commission is mandated to “investigate and reveal the fate of the missing and forcibly disappeared, document individual cases, establish a national database, and provide legal and humanitarian support to the victims’ families.”
Mohammad Ridha Khalji was appointed as head of the commission. Khalji was previously appointed in March as a member of the committee tasked with drafting a new constitutional declaration.
Both decrees stipulate that the two commissions shall operate with full legal personality and enjoy financial and administrative independence.

مقتل محمد السنوار القائد العسكري لحركة حماس
أفادت مصادر إعلامية أنه تم العثور جثمان محمد السنوار، شقيق يحيى السنوار، مع 10 من مساعديه، داخل نفق في خان يونس، جنوب قطاع غزة.
وفق قناة العربية، أنه تم التأكد من اغتيال قائد لواء خان يونس (محمد السنوار)، الذي يتزعم كتائب القسام، الجناح العسكري لحركة حماس، بغارات إسرائيلية قبل أيام على محيط المستشفى الأوروبي شرقي خان يونس.
وحسب المصدر أن "محمد شبانة، قائد لواء رفح قتل في الغارات الإسرائيلية أيضا مع السنوار".
أصبح محمد السنوار قائداً للجناح العسكري لحماس بعد اغتيال شقيقه في تشرين الأول من العام الماضي (2024)، ومحمد الضيف (في يوليو 2024)، اللذين تعتبرهما العقل المدبر لهجمات 7 تشرين الأول 2023.

الحكومة السورية تشكل هيئتين للعدالة الانتقالية والمفقودين
أعلنت السلطات السورية تشكيل هيئتين للعدالة الانتقالية والمفقودين، سعيا لمعالجة ملفين من الأكثر تعقيدا في المرحلة الانتقالية عقب إطاحة حكم بشار الأسد.
جاء تشكیل تشكيل الهيئة الوطنية للعدالة الانتقالية بعد أكثر من خمسة أشهر على إطاحة حكم الأسد في الثامن من كانون الأول 2024.
وفق مرسوم وقعه الرئيس أحمد الشرع، أن الهيئة الجديدة "تعنى بكشف الحقيقة حول الانتهاكات الجسيمة التي تسبب فيها النظام البائد، ومساءلة ومحاسبة المسؤولين عنها بالتنسيق مع الجهات المعنية، وجبر الضرر الواقع على الضحايا، وترسيخ مبادئ عدم التكرار والمصالحة الوطنية".
وعيّن عبد الباسط عبد اللطيف رئيسا لهيئة العدالة الانتقالية، بموجب المرسوم الذي كلّفه "بتشكيل فريق العمل ووضع النظام الداخلي خلال مدة لا تتجاوز 30 يوما من تاريخ هذا الاعلان".
وفي مرسوم منفصل، أعلن الشرع تشكيل "الهيئة الوطنية للمفقودين" بهدف كشف مصير "آلاف" من المخفيين قسرا.
وجاء تشكيل الهيئة "حرصا على كشف مصير آلاف المفقودين في سوريا وإنصاف ذويهم"، بحسب المرسوم الموقع بتاريخ السبت 17 أيار 2025.
وكلفت الهيئة "بالبحث والكشف عن مصير المفقودين والمختفين قسرا، وتوثيق الحالات، وإنشاء قاعدة بيانات وطنية، وتقديم الدعم القانوني والإنساني لعائلاتهم".
وعُيَّن محمد رضى خلجي رئيسا للهيئة، والذي عيّن في آذار الماضي عضوا في اللجنة المكلفة صياغة مسودة إعلان دستوري.
وأقر المرسومان تمتع هيئتي المفقودين والعدالة الانتقالية "بالشخصية الاعتبارية والاستقلال المالي والاداري".

Sudani: Iraq Supports a Constitutional, Democratic State in Syria Based on Citizenship
ARK News.. The 34th regular session of the Arab League Summit officially opened on Saturday, May 17, 2025, in the Iraqi capital, Baghdad. The summit was attended by Arab leaders and heads of state, alongside the Secretary-Generals of the United Nations, the Arab League, the Organization of Islamic Cooperation, and the Gulf Cooperation Council, in addition to dozens of guests from Arab countries, the European Union, and international organizations.
In his address to the summit, Iraqi Prime Minister Mohammed Shia’ al-Sudani reaffirmed his country’s firm stance on Syria, stating:
“We renew our unwavering support for the unity of the Syrian Arab Republic and its sovereignty over its entire national territory. We categorically reject any aggression or external domination over any part of Syrian land.”
Al-Sudani added: “We will spare no effort in supporting our Syrian brothers in establishing a state based on citizenship and in building a constitutional, democratic system through a comprehensive transitional process—one that guarantees the rights of the Syrian people, ensures religious freedom for all communities, and combats terrorism in all its forms.”

Asaad al-Shaibani: Final Touches Underway for Drafting Syria’s Permanent Constitution
ARK News.. Syrian Foreign Minister Asaad al-Shaibani, speaking before the 34th Arab Summit held in Baghdad on Saturday, conveyed greetings from President Ahmad al-Sharaa and the Syrian people.
In his address, al-Shaibani expressed Syria’s appreciation for U.S. President Donald Trump’s decision to lift sanctions imposed on the country, describing the move as “an important step on the road to national recovery and reconstruction.”
However, he emphasized that lifting the sanctions is “not the end of the road, but the beginning of a new chapter—one we hope will be paved with genuine Arab cooperation, joint efforts toward development, and a shared commitment to enhancing stability and safeguarding Arab national security.”
Al-Shaibani stated that Syria, which has “paid a heavy price due to the policies of the former regime,” is now returning with a renewed national vision—carrying the hopes of its people to close the chapter of division and embrace every sincere voice and every extended hand offering goodwill.
He revealed that Syria has embarked on serious steps toward national recovery, starting with an inclusive national dialogue—*“the first of its kind in the country’s history”—*which ensures broad representation, preserves dignity, and affirms the principle that “Syria is a homeland for all Syrians, with no exclusion or marginalization.”
The foreign minister highlighted the successful formation of a broad-based government that reflects the popular will and is committed to transitional justice and uncovering the fate of the missing, stressing that “there can be no reconciliation without justice, and no civil peace without truth.”
Al-Shaibani announced that work is ongoing to finalize the process of drafting a permanent constitution, alongside plans to launch a national parliament that represents all segments of Syrian society, upholds the rule of law, and strengthens state institutions.
He strongly reiterated Syria’s rejection of any foreign interference in its internal affairs, asserting that this principle is “non-negotiable and not subject to compromise.”
“Syria does not accept tutelage,” he said, “nor will it allow itself to become a battleground for others’ conflicts. We seek balanced relationships based on mutual respect. We hold affection for every Arab state and value every Arab step that helped break Syria’s isolation and lift the sanctions. A strong, stable Syria is a cornerstone of Arab security.”
He continued:
“Syria continues to pay a steep price due to foreign interventions and internal conflicts. It faces actors who care little about the safety or future of the Syrian people and instead exploit the Syrian tragedy for their own agendas. We also continue to confront remnants of ISIS, which some external forces are attempting to use as a tool for political blackmail and security pressure.”
“Moreover, there are covert efforts aimed at fragmenting Syrian society and sowing discord—through support for separatist entities that seek to drag the country into a prolonged civil war.”
Al-Shaibani concluded by affirming Syria’s enduring role within the Arab world:
“Syria was and will always remain at the heart of the Arab nation. Today, we extend our hand in partnership and responsibility, to build a future worthy of our shared history and capable of fulfilling our peoples’ aspirations. We no longer have the luxury of waiting or being consumed by disputes at the expense of our present and our children’s future.”

Erdogan: Talks Underway with Baghdad and Erbil on PKK Disarmament
ARK News.. Turkish President Recep Tayyip Erdogan announced that Ankara is engaged in discussions with both Baghdad and Erbil regarding the disarmament of the Kurdistan Workers’ Party (PKK).
In statements made on Saturday, May 17, 2025, President Erdogan said,
“Turkey is holding talks with authorities in Baghdad and Erbil, Iraq, on the details of how the PKK will lay down its arms.”
He added,
“Negotiations are ongoing with neighboring countries on the modalities of disarmament beyond our borders. There are plans for the involvement of both the Baghdad and Erbil administrations in this process.”
The PKK announced on Monday, May 12, 2025, that it had officially dissolved itself, bringing more than four decades of armed struggle to an end. The move came in response to a call from the party’s founder, Abdullah Ocalan—imprisoned on Imrali Island near Istanbul since 1999—who urged his fighters in a February message to disarm and dismantle the organization.

Sari Kaniye: Sultan Murad Militia Forces Civilians to Pay Extortion Fees
ARK News.. A Syrian human rights source has reported that members of the "Sultan Murad Division," affiliated with the Turkish-backed Syrian National Army, have set up several checkpoints across areas in the countryside of Sari Kaniye.
According to the Syrian Observatory for Human Rights, fighters from the faction have been extorting civilians in multiple villages around Sari Kaniye, located in the Hasaka countryside, demanding payments and seizing personal belongings.
The source indicated that these checkpoints have been established in the areas of al-Alia, Amiriya, Khirbet Banat, and Mabrouka, west of Sari Kaniye. The development comes amid a reported halt in the monthly salaries previously paid to the faction’s members and a decline in income from human smuggling operations—prompting some fighters to tighten control over civilians and confiscate their belongings as a means of compensation.

طائرة شحن تابعة للتحالف الدولي تنقل المعدات العسكرية من دير الزور إلى الحسكة
أفاد مصدر حقوقي سوري أن طائرة شحن عسكرية تابعة للتحالف الدولي مستمرة في نقل المعدات العسكرية من قاعدة للتحالف الدولي بدير الزور باتجاه الحسكة.
قال المرصد السوري لحقوق الإنسان اليوم السبت 17 أيار 2025، إنه ولليوم الثاني على التوالي تنقل طائرة شحن عسكرية تابعة لقوات التحالف الدولي المعدات العسكرية واللوجستية من قاعدة حقل العمر النفطي، أكبر قواعدها في سوريا، متجهة نحو القواعد الأمريكية في محافظة الحسكة.
وحسب المصدر يأتي نقل المعدات من القواعد الأمريكية في دير الزور في إطار عملية إعادة انتشار وتنظيم التواجد العسكري في شمال شرقي سوريا.

أردوغان: هناك محادثات مع بغداد وأربيل بشأن تسليم PKK سلاحه
أعلن الرئيس التركي رجب طيب أردوغان، عن إجراء محادثات مع بغداد وأربيل، بشأن تسليم حزب العمال الكوردستاني سلاحه.
خلال تصريحات، قال الرئيس التركي رجب طيب أردوغان اليوم السبت 17 أيار 2025، إن "تركيا تجري محادثات مع السلطات في بغداد وأربيل بالعراق بشأن تفاصيل كيفية تسليم حزب العمال الكوردستاني لسلاحه".
وأضاف أردوغان، "تجري محادثات مع دول الجوار بشأن كيفية تسليم الأسلحة خارج حدودنا، هناك خطط بشأن مشاركة إدارتي بغداد وأربيل في هذه العملية".
أعلن حزب العمال الكوردستاني يوم الإثنين 12 أيار 2025، حل نفسه وانهاء أكثر من أربعة عقود من القتال، وذلك تلبية لدعوة أطلقها مؤسس الحزب عبدالله أوجلان، المسجون في سجن جزيرة إيمرالي قبالة اسطنبول منذ 1999، حثّ من خلالها في شباط مقاتليه على نزع السلاح وحل الحزب.
