تفاهمات بين دمشق وإدارة PYD حول تعديل بنود الإعلان الدستوري
كشف مصدر حقوقي سوريا أن ممثلين عن حكومة دمشق وإدارة PYD، يجرون حواراً سياسياً لبحث آلية تعديل بنود الإعلان الدستوري السوري الأخير.
وفق المرصد السوري لحقوق الإنسان أن المفاوضات الجارية تهدف إلى الوصول إلى صيغة توافقية تضمن تمثيل مصالح سكان مناطق شمال وشرق سوريا، في ظل توجه نحو الحوار والتسوية السياسية بعد سنوات من الصراع.
وحسب المصدر جاءت التفاهمات الحالية عقب اعتراض قوات سوريا الديمقراطية على إدراج مواد لم تكن واردة في الاتفاق الأساسي الذي تم التوصل إليه بين الجانبين في 10 آذار الفائت من العام الحالي.
كما جرى تشكيل لجنة متابعة مشتركة بين الطرفين لمراجعة بنود الاتفاق، وضمان التوصل إلى تفاهمات تخدم الاستقرار في مناطق شمال وشرق سوريا، بعيداً عن الإقصاء أو التصعيد العسكري.

محافظ دهوك يدعو PKK إلى سحب مسلحيه من القرى والجبال
كشف محافظ دهوك علي تتر، عن دمار ثلث قرى المحافظة وخلوها من السكان، جراء الصراع المسلح بين حزب العمال الكوردستاني والجيش التركي، مؤكداً أن دهوك أشد المناطق تضرراً في إقليم كوردستان من هذا الصراع.
خلال مؤتمر صحفي، اليوم الخميس 15 أيار 2025، قال محافظ دهوك علي تتر إن "محافظة دهوك تعد الأكثر تضرراً في إقليم كوردستان اثر الصراع المسلح الدائر بين حزب العمال الكوردستاني والجيش التركي، ونحو 30% من قرى المحافظة أصبحت مدمرة وخالية تماماً من سكانها، والسبب الرئيسي وراء عدم عودة سكان هذه القرى إلى مناطقهم يعود هي السياسات التي ينتهجها حزب العمال الكوردستاني، حيث أن هناك مواطنين لم تطأ أقدامهم أراضي قراهم منذ أكثر من 38 عاماً بسبب استمرار التوترات الأمنية والانتشار المسلح في المناطق الحدودية".
ودعا تتر مسلحي العمال الكوردستاني، إلى إخلاء القرى والجبال التي يتمركزون فيها ليتسنى للأهالي العودة إلى بيوتهم ومزارعهم واستئناف حياتهم الطبيعية، معتبراً أن هذا الأمر يمثل "أولوية إنسانية وتنموية في آن واحد، مرحباً بأي خطوات نحو التهدئة ووقف إطلاق النار، مؤكداً دعم إدارة محافظة دهوك لجهود السلام بين أنقرة وحزب العمال الكوردستاني، وداعياً إلى إكمال العملية السلمية بما يضمن استقرار المنطقة وعودة الحياة الطبيعية إلى القرى الحدودية.

قوات سوريا الديمقراطية تعزز قواتها في قاعدتي "حقل العمر وكونيكو"
كشف مصدر سوري أن قوات سوريا الديمقراطية عززت قواتها في قاعدتين بريف دير الزور الشرقي بعد انسحاب قوات التحالف منها.
أفادت مصدر إعلامي سوري، أن قوات سوريا الديمقراطية" استقدمت تعزيزات عسكرية كبيرة إلى قاعدتي "العمر" و"كونيكو" في ريف دير الزور الشرقي، وذلك عقب انسحابات كبيرة لقوات التحالف الدولي منهما.
وتأتي هذه التحركات في وقت تواصل فيه قوات التحالف نقل معداتها من مناطق شرقي سوريا، ضمن عملية إعادة تموضع تهدف إلى تقليص وجودها العسكري في بعض المواقع، في ظل تطورات ميدانية وأمنية متسارعة تشهدها المنطقة.

أكد الديمقراطي الكوردستاني-سوريا والمنظمة الآثورية الديمقراطية على أن كونفراس "وحدة الصف والموقف الكوردي" كان محطة مهمة في إطار تعزيز التعايش والعيش المشترك بين المكونات.
زار وفد من الحزب الديمقراطي الكوردستاني– سوريا برئاسة بسة عبدي عضوة المكتب السياسي للحزب اليوم الخميس 15 أيار 2025، مكتب المنظمة الآثورية الديمقراطية في ديرك، وتم استقبال وفد الحزب من قبل حسام القس مسؤول المنظمة الآثورية الديمقراطية في ديرك.
خلال اللقاء دار الحديث حول تقوية العلاقات الوطنية بين المكونات السورية لاسيما في منطقتنا الغنية بتركيبتها الفسيفسائية.
وأكد الطرفان على أن كونفراس وحدة الصف والموقف الكوردي الذي عقد مؤخراً كان محطة مهمة في إطار تعزيز التعايش والعيش المشترك بين المكونات، كما أن الرؤية الكوردية المشتركة التي تمخضت عن الكونفراس تحفظ حقوق كافة المكونات وتعبر عن طموحاتها.

روبيو: ترامب يهدف إلى تحويل سوريا إلى مكان آمن ومستقر
أكد وزير الخارجية الأميركي، أن قرار الرئيس دونالد ترامب برفع العقوبات عن سوريا يهدف إلى تحويل البلاد إلى مكان آمن ومستقر.
في تصريحات صحفية خلال اليوم الثاني من الاجتماع غير الرسمي لوزراء خارجية حلف شمال الأطلسي (ناتو)، في ولاية أنطاليا جنوبي تركيا، قال وزير الخارجية الأميركي، ماركو روبيو، اليوم الخميس 15 أيار 2025، إن ترامب يعارض الحروب والإرهاب وما ينتج عنهما من اضطرابات، لذلك اتخذ قراره الأخير بشأن رفع العقوبات عن سوريا، معرباً عن أمله في أن يستغل المسؤولون السوريون هذه الفرصة لإعادة إعمار بلدهم، وتحويله من "مصدر لعدم الاستقرار إلى مصدر للاستقرار في المنطقة".

أفادت وكالة رويترز، بأن قرار الرئيس دونالد ترمب بشأن رفع العقوبات عن سوريا شكّل مفاجأة لمسؤولين بارزين في الإدارة الأميركية، في وقتٍ نفوا فيه وجود أي تنبيه أو توجيه مسبق من البيت الأبيض.
قالت وكالة رويترز اليوم الخميس 15 أيار 2025، إن كبار المسؤولين في وزارتي الخارجية والخزانة الأميركيتين، سارعوا بعد إعلان ترمب إلى فهم كيفية إلغاء العقوبات، والتي ظل الكثير منها قائماً منذ عقود.
وصرح مسؤول أميركي كبير للوكالة، بأن البيت الأبيض لم يُصدر أي مذكرة أو توجيه لمسؤولي العقوبات في وزارتي الخارجية أو الخزانة للتحضير لرفع العقوبات، ولم يُنبههم إلى قرب إعلان الرئيس.
وفق الوكالة أنه وفي الوقت الذي التقى فيه ترمب بالرئيس السوري المؤقت أحمد الشرع في المملكة العربية السعودية يوم الأربعاء، كان المسؤولون في وزارتي الخارجية والخزانة ما يزالون غير متأكدين من كيفية المضي قدماً.
وتقول الوكالة إن الرفع المفاجئ للعقوبات كان بمثابة خطوة تقليدية من الرئيس ترمب، وقرار مفاجئ، وإعلان دراماتيكي، وصدمة ليس للحلفاء فقط، بل أيضاً لبعض مسؤولي إدارته المنفذين لتغيير هذه السياسات.
وأكدت الوكالة أنه وبعد الإعلان، ارتبك المسؤولون بشأن كيفية رفع الإدارة لمستويات العقوبات، وأيٌّ منها سيُخفف، ومتى أراد البيت الأبيض بدء العملية.

فولوديمير زيلينسكي يلتقي رجب طيب أردوغان
وصل الرئيس الأوكراني فولوديمير زيلينسكي، اليوم الخميس 15 أيار 2025، إلى العاصمة التركية أنقرة، للقاء نظيره التركي رجب طيب أردوغان، بالتوازي مع استئناف مفاوضات إسطنبول للسلام مع روسيا.
وفقاً لوكالة الأناضول أن طائرة تقل زيلينسكي، هبطت في مطار "أسن بوغا" بأنقرة، ظهر الخميس، وجرى استقبال زيلينسكي، في المطار من قبل وزير الخارجية الأوكراني أندريه سيبيها، الذي كان في ولاية أنطاليا جنوبي تركيا لحضور الاجتماع غير الرسمي لوزراء خارجية حلف شمال الأطلسي (ناتو)، وانتقل إلى أنقرة، فضلا عن مسؤولين آخرين.
ومن المقرر أن يجري زيلينسكي، اليوم، لقاءً مع الرئيس أردوغان، في المجمع الرئاسي بأنقرة.
وتأتي زيارة زيلينسكي، في ظل استئناف مفاوضات إسطنبول للسلام بين روسيا وأوكرانيا اليوم.

أحمد الشرع: قرار رفع العقوبات عن سوريا "تاريخي شجاع"
رحّب الرئيس السوري أحمد الشرع، بقرار الرئيس الأمريكي دونالد ترامب برفع العقوبات التي فرضت على دمشق خلال حكم الرئيس المخلوع بشار الأسد.
قال الشرع في كلمة متلفزة، مساء أمس الأربعاء 14 أيار 2025، بعد ساعات من عقده لقاء مع الرئيس الأمريكي في الرياض، إن "قرار رفع العقوبات (كان) قراراً تاريخياً شجاعاً أزال به معاناة الشعب وساعد على نهضته وأرسى أسس الاستقرار في المنطقة".
وخاطب الشعب السوري قائلاً: "لقد كانت وحدتكم وحبكم لبلدكم وتضحياتكم لأجلها، والتفافكم حول قيادتها، ذا أثر كبير في التأثير بالرأي العالمي"، مشيداً بتفاعل الجاليات السورية في الخارج، ومساهمتهم في حملة رفع العقوبات.
ودعا السوريين إلى العمل الجاد من أجل بناء سوريا الحديثة، وتحقيق التقدم والازدهار.

Nechirvan Barzani Welcomes Arab Summit in Baghdad
ARK News.. Kurdistan Region President Nechirvan Barzani has welcomed the convening of the Arab Summit in Baghdad, viewing it as a reflection of Iraq’s return to a central role in regional affairs.
In a post on the platform X, President Barzani stated:
“We welcome the Arab Summit and the arrival of Arab leaders to Baghdad, the city of peace. This summit represents a historic diplomatic milestone that embodies Iraq’s restoration of its pivotal role in the Middle East.”
He further added:
“We fully support the efforts of Prime Minister Mohammed Shia' Al-Sudani to strengthen joint Arab action, build mutual partnerships and interests, and lead a path of de-escalation and regional integration from the heart of Baghdad.”
Baghdad is set to host the 34th Arab Summit on May 17, 2025, under the chairmanship of Iraqi President Abdul Latif Rashid.

President Barzani: We Must Instill a Sense of Belonging to the Land and Homeland in Our Youth

During his speech at the conference unifying the Student and Youth Organizations of the Kurdistan Democratic Party (KDP), President Masoud Barzani emphasized the need to return to the foundational principles of partnership, balance, and consensus, stressing that imposing will through majority rule would only lead to failure.
Below is the full text of President Barzani’s speech:
With great pride and joy that I join you today in this auspicious event, which brings together two esteemed and experienced organizations. I congratulate you on this decision and extend my heartfelt thanks to everyone who contributed to it. I am confident that, from now on, you will be better equipped to serve our people and homeland.
Students and youth have always played a crucial role—from the September Revolution to the Gulan Revolution, and even in the fight against ISIS. I am certain they will continue to do so with even greater strength and effectiveness in the future. I take this opportunity to thank all those who led these two organizations, and I wish the best for those who will carry the responsibility forward.
A few days ago, I met with the secretariats of both organizations and was very pleased to learn that women’s participation among students and youth has increased. This is a promising sign of greater female representation within the party as well, which personally brings me joy. I urge you to continue working to enhance this participation.
The late leader Mullah Mustafa Barzani once described you as “the spearhead and the steel fortress.” This description holds great meaning: the spearhead leads in confrontation, and the steel fortress leads in defense. With your efforts now unified, your mission will be more successful and easier, as you will operate under one vision and a united front—complementing one another.
The wars of the past, despite their brutality, were less complex than today’s battles. Today, we face a far more insidious threat: the spread of drugs—a war targeting minds and willpower, aiming to undermine Kurdish self-belief, rob us of hope, and sever our sense of belonging. A large part of the defense against this threat falls on your shoulders. Those who use drugs are lost; those who distribute them are criminals. We must confront this phenomenon with seriousness and resolve.
Alongside this, it is vital to instill in our youth a deep sense of belonging to the land and homeland. A people without land are without identity, and land without people is without meaning. True value arises when a people view their land as sacred, and the land, in turn, returns that sanctity. Kurdistan has always embodied this relationship and must continue to do so.
We must respect all people—without fanaticism or discrimination—but at the same time, a Kurd must never feel inferior to anyone. We stand with you and will support you with all our strength. In return, we expect you to contribute and give back to your people in the fields of struggle dictated by today’s challenges.
After 2003, we were presented with a golden opportunity to build a new Iraq. Everyone knows the Kurdish people played a pivotal role in toppling the former regime. Following a decision by the Kurdistan Parliament, we chose to return to Baghdad to help build a democratic federal Iraq based on three principles: partnership, balance, and consensus. The 2005 Constitution was supposed to guide this new Iraq.
Unfortunately, these principles have not been upheld, nor has the Constitution been respected. Today, we say again: if there is genuine concern for Iraq’s stability, a return to these foundational principles is essential. Imposing will through majority rule will only lead to failure. You cannot force diverse communities into unity without mutual consent. Unity is built on understanding and acceptance—not on imposition and denial.
Sectarian rhetoric and the ongoing delay in resolving crucial issues—such as the census and elections—are signs that the foundational agreement has been ignored. We therefore call for a transparent census that includes ethnic, religious, and sectarian identification, ensuring fair and rightful representation for all.
As for the salary issue, the struggles and proud history of the Kurdish people have been reduced to mere wages—as if the Anfal campaign, chemical attacks, and the sacrifices of thousands of martyrs were made for a paycheck. This treatment is an insult to our history and the blood of our martyrs, and we will not accept it under any circumstances.
We once believed that our former friends would defend our rights in our absence. Instead, they surprised us by depriving our people of their daily bread. We are not asking for charity—we are demanding our constitutional rights. And if we are no longer considered part of Iraq, then let us be told so honestly.
The October elections showed the scale of popular support for the Kurdistan Democratic Party, despite efforts to restrict and divide us. If we counted the votes of Kurds outside the Kurdistan Region’s administration, our numbers would have exceeded one million. Today, we are the leading party not only in Kurdistan but in all of Iraq. This reality must be acknowledged and respected.
The ongoing negotiations to form the new government must be based on a united Kurdistan Region—with one parliament, one government, and one Peshmerga force. Any government formed outside this framework is better left unformed.
Regarding the peace process in Turkey, we fully support it and see it as a real opportunity that must be seized. We also hope that the issues in Syria are resolved through dialogue, and that calm prevails in Iran and across the region, so we may turn the page on war and bloodshed and open a new chapter of cooperation, peace, and progress.
In closing, I reaffirm my full support for this conference and wish it great success. Know that we stand with you always, but in return, we expect you to be at the forefront of service and contribution.
Long live you all, and long live the proud and free people of Kurdistan.
