إن تسارع وتيرة الأحداث في الأزمة السورية إنما تعبير حقيقي عن عمق الأزمة وجوهرها الذي يكمن في التصارع بين القوى المتداخلة في تلك الأزمة من اجل تحقيق وتنفيذ مصالحها وأجنداتها على الأرض السورية على حساب حقوق الشعب السوري ,والمعاناة والانهيار الكامل لكافة مقومات المجتمع, وغياب العدالة وأبسط مقومات العيش التي يفتقدها الشعب السوري.
الاجتماع الثلاثي الذي أنعقد في موسكو بين وزراء الدفاع وقادة الأجهزة الأمنية في تركيا وسورية وروسيا تعتير الأداة في أعادة ترتيب بعض المكاسب في منع التصادم في المصالح والأجندات لتلك الدول. ذلك الاجتماع أنما يقودنا الى استنتاج لا يدع المجال للشك فيه بأن الأزمة السورية أزمة الدول الإقليمية والدولية في تنفيذ مصالحها في سورية, والشعب السوري لا يملك من أزمته سوى المعاناة والتهجير وتغير الديمغرافية وتشويه بنية المجتمع السوري بأيديولوجيات وثقافات دخيلة لا تناسب الواقع والحالة السورية, وأن استمرارية الأزمة السورية امتداد لازمات عالمية منها الأزمة الأوكرانية والصراع الروسي الغربي ,ومفرزات ذلك الصراع على الأزمة السورية.
ذلك الاجتماع يجسد الحالة الدولية في غياب الإرادة الدولية الحقيقة في حل الازمة السورية, وفي ظل استمرار المعاناة انعقد الاجتماع الثلاثي في ظل الظروف والأحداث الحساسة التي تواجهها سورية وتأثيراتها على دول الجوار والشرق الاوسط , وامتداد لأزمات دولية في عدم التوافق الدولي على حل الأزمة السورية.
بالنسبة لتركيا الدولة الجارة لسورية مشاركتها في الأزمة السورية ليست بجديدة ففي اليوم الأول من تلك الأزمة كانت عبر استغلال قضية اللاجئين السوريين واستثمار ملف مكافحة الإرهاب والتنظيمات الارهابية وأمنها القومي على حدودها الجنوبية ,ودعم بعض الفصائل واستغلالهم في تنفيذ مشاريعها ومصالحها وأجنداتها. تركيا تريد من ذلك الاجتماع في زيادة وتيرة التقارب من النظام السوري من اجل خدمة أجندات معينة لحزب العدالة والتنمية التركي برئاسة اردوغان أهمها سحب ورقة اللاجئين من أيدي المعارضة التركية قبل انتخاب الرئاسة التركية في حزيران 2023 وتلك الورقة التي استخدمتها المعارضة في انتخابات البلدية عام 2019 التي خسر فيها حزب اردوغان الكثير من مقاعده, وكذلك يريد حزب العدالة والتنمية توثيق تحالفه مع حزب MHPA القومي التركي من اجل دعم سياسات اردوغان ,بذلك تريد تركيا التقرب اكثر من الروس في تلبية مطالبها في تعويم النظام السوري والاستفادة من بعض الامتيازات في سورية وفي الأزمة مع أمريكية بشأن حزب العمال الكردستاني وافكاره في منطقة الشمال والشمال الشرقي في سورية ,وضرب ما تسمى الإدارة الذاتية التي تدعمها امريكا وتستغلها في حربها مع داعش وحراسة ابار النفط ,وكذلك تريد تركيا من هذا الاجتماع زيادة الضغط الدولي على امريكا من اجل أنهاء دعم امريكا للإدارة الذاتية وتجفيف منابع الطاقة التي تستفيد منها الإدارة المذكورة ,وكذلك توجيه رسائل لإيران حليف النظام السوري بأن تركيا تمتلك اوراق كثيرة في سورية ,وتستطيع سحب البساط من تحت ايران في التقرب من النظام السوري ,وكذلك الكثير من الأمور والأجندات التي يحاول حزب العدالة والتنمية التركي الاستفادة منها في هذا الاجتماع.
بالنسبة لموسكو تريد من هذا الاجتماع تحقيق تقارب بين تركيا وسورية من اجل شرعنه النظام السوري في المحافل الدولية بشكل اكثر فعالية واظهار سورية بأنها دولة منتصرة وخالية من الارهاب ومستقرة ,وكما تريد روسيا تحفيز الدول على المشاركة في اعادة اعمار سورية ,وكذلك الاستفادة من تركيا في تحقيق مكاسب أكثر من الحرب الاوكرانية في تجارة القمح وأنشاء مراكز للطاقة الروسية في تركيا وأضعاف التقارب الأمريكي التركي لصالحها وإظهار نفسها بأنها المتحكمة بمفاتيح الحل في سورية ,والكثير من الأجندات الأخرى تريد روسيا تحقيقها من هذا الاجتماع.
بالنسبة للنظام السوري فقد أرغم من قبل روسيا للذهاب الى ذلك الاجتماع حيث دفع ثمن تعنته في الامتناع بداية الى دخوله في ازمة خانقة للطاقة بسب معاقبته من قبل روسيا. حيث يحاول النظام السوري تسويق ذلك الاجتماع للخارج بأنه دولة يملك كاملة السيادة, وكما يحاول تسويق ذلك الاجتماع لمؤيديه في الداخل في رفع معنوياتهم المنهارة بسب الأوضاع الصعبة في أنه انتصار جديد في معركته بالصمود لاسيما إعلامه الذي استثمر الاجتماع باستعداد تركيا للتخلي عن الأراضي السورية لصالح النظام السوري واستثمار بعض الأمور الأخرى في تمكين تبعيته لبوتين, وبعض الأمور لاسيما التي تخص محاربة الإرهاب والممانعة والأمور الأخرى.
أهم نقاط اللقاء في هذا الاجتماع هي وصف حزب العمال الكردستاني بالإرهاب والذي يجب محاربته وأنهاء أيديولوجيته التي بنية عليها ما تسمى الإدارة الذاتية في شمال والشمال الشرقي لسورية ,ومحاربة جبهة النصرة وبعض الفصائل التي تدعمها تركيا ,ولكن برأي نقاط الخلاف أكثر من نقاط الاتفاق ,من أهم نقاط الخلاف مدى جدية تركيا في التخلي عن الأراضي السورية للنظام السوري ومدا استعداها للتخلي عن بعض القوى المعارضة التي تستخدمها في تنفيذ أجنداتها ,ومدى قدرة تركيا على تسليم بعض كيانات وأسماء تريدها النظام السوري ,وكذلك من أهم نقاط الخلاف مدى جدية سورية عن أنهاء ملف الإدارة الذاتية في الشمال السوري ,ومدى مسايرتها للتقارب التركي على حساب تحالفها وتبعيها لإيران ونفوذها القوي في سورية ,ومدى امتلاكها لتنازلات لتركيا اكثر من الاستفادة.
ليعلم القارئ العزيز في حال تم تنفيذ بنود ومخرجات الاجتماع الثلاثي يبقى الخاسر الأكبر الذي سيتم التضحية به هي الإدارة الذاتية وأيديولوجيتها في الشمال السوري وبعض الفصائل المعارضة السورية ,وبالنسبة للمعارضة السورية هذا الاجتماع سيضعف الائتلاف كثيراً دون أنهائها كون الائتلاف وضع كل بيضاته في سلة تركيا دون الدول الأخرى مع معاداة مواقف السعودية وقطر والقاهرة لصالح المواقف التركية , وفي الظل غياب الموقف الامريكي الذي وبرأي سيظهر في انتظار التطورات التي سيحققها هذا الاجتماع على الأرض واستثمار هذه التطورات في خدمة الحل السياسي في سورية وفق القرارات الأممية.
الإدارة الذاتية مطالبة ببناء استراتيجيات وطنية سورية وكردية بعيدة عن الأجندات الخارجية ,وتكمن تلك الاستراتيجيات في العودة العاجلة الى موقف وحدة الصف الكردي بالاستفادة من رعاية المرجع مسعود بارزاني ,والا هذا الإدارة ستقود نفسها والشعب الكردي الى مصير مجهول في ظل هذه الاتفاقيات الإقليمية والدولية على الشعب السوري عموماً والشعب الكردي على وجه الخصوص.
