الشبكة السورية: الحكومة اللبنانية تنتهك مبدأ عدم الإعادة القسرية للاجئين وتعيد 168 لاجئا سوريا
أصدرت الشبكة السورية لحقوق الإنسان اليوم بياناً بعنوان “الحكومة اللبنانية تنتهك مبدأ عدم الإعادة القسرية للاجئين وتعيد 168 لاجئاً سورياً منذ بداية نيسان/ 2023 وحتى الآن”، وأشارت فيه إلى أن النظام السوري والمليشيات الإيرانية يشكلون تهديداً جدياً على حياة اللاجئين المعادين قسرياً.
قال البيان إن الجيش اللبناني قام منذ 17/نيسان الجاري بحملات مداهمة للمناطق التي يتواجد فيها اللاجئون السوريون بأعداد كبيرة مثل برج حمود وبعض الأحياء في مدينة بيروت ومنطقة رشميا في قضاء عالية في جبل لبنان، ومنطقة حمانا وصوفر في جبل لبنان، أدت إلى عمليات احتجاز جماعية طالت العشرات، وما زالت مستمرةً حتى لحظة كتابة البيان.
ذكر البيان أن حملات الاحتجاز استهدفت اللاجئين السوريين الذين لم يتمكنوا من الحصول أو استخراج أوراق رسمية لتبرير تواجدهم القانوني في لبنان وبشكل أساسي الذين دخلوا لبنان منذ عام 2019 عبر طرق غير نظامية، كما استهدفت المقيمين السوريين الذين لم يتمكنوا من تجديد إقامتهم، وجرى نقل جميع من تمَّ احتجازه من قبل الجيش اللبناني إلى فوج الحدود البرية الذي يقوم بدوره بنقلهم إلى خارج الحدود اللبنانية في منطقة المصنع الحدودية بين لبنان وسوريا.
وثق البيان إعادة قسرية لما لا يقل عن 168 لاجئاً سورياً في لبنان، وذلك منذ مطلع نيسان الجاري حتى الآن، قرابة ثلثهم من الأطفال والنساء، تعرض الغالبية العظمى منهم للضرب المبرح والإهانة أثناء عملية مداهمة منازلهم وأماكن إقامتهم، ومنعهم من أخذ أغراضهم الشخصية معهم. كما تُركوا في العراء في المنطقة الفاصلة بين الحدود السورية واللبنانية من دون قيام الجهات الحكومية الرسمية اللبنانية بتسجيل أسمائهم أو حتى تسجيل خروجهم من لبنان بشكل رسمي عبر المعابر الرسمية.
وأضاف البيان أن النظام السوريي رفض السماح لمجموعة من اللاجئين المعادين قسرياً من العبور نحو سوريا بذريعة عدم قيام الجيش اللبناني أو جهاز الأمن العام بالتنسيق معه قبيل ترحيلهم. وذكر البيان أنَّ معظم المعادين قسرياً تعرضوا إلى عمليات نهب وابتزاز من قبل قوات النظام السوري في المنطقة الفاصلة بين المعبرين الحدوديين بين سوريا ولبنان وفرضت عليهم مبالغ مالية تتراوح وسطياً بمبلغ لا يقل عن 100 دولار للفرد مقابل تسهيل عودتهم باتجاه الأراضي اللبنانية عبر طرق التهريب التي يشرف على معظمها عناصر وضباط من الفرقة الرابعة التابعة لقوات النظام السوري.
استعرض البيان أبرز الانتهاكات التي تعرض لها اللاجئون الذين عادوا إلى المناطق التي يسيطر عليها النظام السوري منذ بداية عام/ 2014 وحتى الآن، وقال إن ما لا يقل عن 2504 حالة اعتقال تعسفي بينها 257 طفلاً و199 سيدة (أنثى بالغة)، بحق لاجئين عادوا من دول اللجوء أو الإقامة إلى مناطق إقامتهم في سوريا، جميعهم تم اعتقالهم على يد قوات النظام السوري. أفرج النظام السوري عن 1517 حالة وبقيت 987حالة اعتقال، تحوَّل 764 منها إلى حالة اختفاء قسري. كما سجل اعتقال ما لا يقل عن 984 نازحين عادوا إلى مناطق يسيطر عليها النظام السوري، من بينهم 22 طفلاً و18 سيدة، أفرج النظام السوري عن 246حالة وبقيت 738 حالة، تحوَّل منهم 472 إلى مختفين قسرياً. إضافةً إلى عمليات التجنيد الإجباري في صفوف قوات النظام السوري، وكذلك فرض العديد من قوانين تعسفية تهدف إلى السيطرة على ممتلكات النازحين واللاجئين، مثل: (القانون 63 لعام 2012، المرسوم 66 الصادر في عام 2012 والمرسوم 19 الصادر عام 2015، والمرسوم 11 لعام 2016، والمرسوم 12 لعام 2016، والمرسوم 3 لعام 2018، والقانون رقم 10 لعام 2018، الذي تم تعديله إلى القانون 42 لعام 2018).
أكد البيان على على ما ورد في تقرير لجنة التحقيق الأممية الأخير من أن سوريا بلد غير آمن لعودة اللاجئين، وشدد على أن أية عملية إعادة قسرية للاجئين السوريين في ظل بقاء النظام السوري برئاسته الحالية وببنية أجهزته الأمنية المتوحشة هو انتهاك للقانون العرفي الملزم لجميع دول العالم بما فيها الدول غير المصادقة على اتفاقية اللجوء عام 1951، ولن يتمكن قرابة نصف الشعب السوري من لاجئ ونازح من العودة الآمنة دون تحقيق انتقال سياسي. وتتحمل الحكومة اللبنانية المسؤولية القانونية لما يتعرض له المعادون قسرياً من تعذيب وقتل وإخفاء قسري وغير ذلك من الانتهاكات على يد النظام السوري، إلى جانب مسؤولية النظام السوري المباشرة عن هذه الانتهاكات.

لاجئون كورد في لبنان لـ ARK: مخاوف جدية من ترحيلنا إلى سوريا عنوة
آرك نيوز... أبدى لاجئون كورد هاربون من أتون الحرب المستعرة في سوريا منذ سنين في لبنان اليوم 27 نيسان 2023 مخاوفهم جراء علميات المداهمة بحقهم من قبل السلطات اللبنانية وترحليهم فيما بعد إلى سوريا.
ومنذ فترة تواصل السلطات اللبنانية مداهمة البيوت والمخيمات التي يسكنها اللاجئون السوريون بغية ترحيلهم إلى سوريا.
ل.ل وهي لاجئة كوردية قالت لـ ARK "لدينا مخاوف جدية من ترحيلنا قسرا إلى سوريا فلا مأوى لنا هناك ولا بيت".
اللاجئة الكوردية التي تنحدر من عفرين أشارت إلى "أن الفصائل المسلحة المعارضة تستولى على منزلها في عفرين, ومنذ سنين تعمل في لبنان لإعالة أولادها".
من جانبه أكد لاجئ آخر وهو مطلوب للخدمة الإجبارية للنظام, أن إعادته قسراً يعرض حياته وحیاة مئات الفارين للخطر لا سيما أنهم مطلوبون للخدمة الإلزامية.
وقالت منظمة العفو الدولية قبل أيام إنه يجب على السلطات اللبنانية أن تكف فورًا عن ترحيل اللاجئين السوريين قسرًا إلى سوريا، وسط مخاوف من أن هؤلاء الأفراد مُعرضون لخطر التعذيب أو الاضطهاد على أيدي النظام السوري لدى عودتهم.

Qatar from the United Nations: Resolution 2254 is the best way to ensure lasting peace in Syria
ARK News… The State of Qatar affirmed that Security Council Resolution No. 2254 is "the best way to ensure lasting peace in Syria," stressing the importance of justice and accountability to end violations of international law.
This came in a speech by the Deputy Ambassador of Qatar to the United Nations, Jassim Sayyar Al-Ma’awida, after a briefing by the head of the International, Impartial Mechanism, established by the United Nations to promote justice in Syria, on the report of the Mechanism's efforts over the past year.
The Qatari diplomat stressed that "the appropriate way to achieve sustainable peace in Syria is through the international consensus contained in the Geneva Declaration and UN Security Council Resolution No. 2254."
Al-Ma’awida said that the State of Qatar "is still keen to support the international impartial investigation mechanism," stressing the importance of "truth, justice, and accountability to end impunity for violators of international laws in Syria, regardless of the perpetrators."
The Qatari deputy ambassador noted that the Impartial International Mechanism is "a major international body, with a clear mandate, and has made progress in several areas, including its cooperation with civil society and its awareness-raising activities."
The Qatari diplomat welcomed the efforts of the Mechanism to address the tragedy of missing persons in Syria, calling on Member States to support the Mechanism through predictable funding as part of the regular budget.

ENKS representative from America to ARK: The movement of the Negotiating Committee to confront normalization with the Syrian regime
ARK News... The representative of the Kurdish National Council in Syria within the Syrian Negotiating Committee, Ibrahim Biro, said today, April 27, 2023, that the goal of the diplomatic movement in America is to confront normalization with the Syrian regime, and there are three issues on the table of their tour in America, namely floating the regime and the Syrian refugees in Lebanon and refugees stuck in Sudan.
On a diplomatic tour, on April 25, 2023, a delegation from the Syrian Negotiations Committee arrived in America to hold several meetings with the US State Department, the Congress, and those concerned with the Syrian issue.
Biro said in exclusive statements to ARK: "The aim of their tour and the most prominent issue is to confront the efforts to return the Syrian regime to the Arab League, especially after the recent rapprochement between Saudi Arabia and Iran through China. Saudi Arabia seeks to persuade Arab countries to return the Syrian regime to the Arab League."
The representative of ENKS in the negotiation committee affirmed, "We appreciate the interests of states, but they should not be at the expense of the blood of the Syrian people. Floating the regime means impunity for Assad and closing the file for finding a solution through 2254 under UN and international auspices."
He continued by saying, "The second issue is the Syrian refugees in neighboring countries, especially in Lebanon, and the recent violations against them amid reports of raids on their homes, arrests and forcing them to return to Syria and hand them over to the regime."
He explained, "The third topic, the Syrian refugees, Kurds and Arabs, who are stuck in Sudan, and how to find a safe way to transfer them to another country because they cannot return to Syria."
Regarding the meetings that took place, the representative of the Kurdish National Council in Syria in the Syrian Negotiations Commission, Ibrahim Biro, said that "the delegation met with Barbara Leaf, US Deputy Secretary of State, Ethan Goldrich, responsible for the Syrian file, and a number of members of Congress and the Arab Center for Studies."
He stressed that "the meetings and diplomatic tours in the coming days will continue."
The delegation is headed by Dr. Badr Jamous, the head of the commission, Salem Al-Muslet, the head of the coalition, Ibrahim Biro, the representative of the Kurdish National Council in Syria within the commission, and Fadwa Al-Ajili, the representative of the independents.

President Barzani stresses the need to find peaceful solutions to problems and to follow the path of dialogue and understanding among the people of the region
ARK News... President Masoud Barzani, on Wednesday, April 26, 2023, received in the Salahuddin resort in Erbil Governorate, the capital of the Kurdistan Region, a high-level delegation from Huda Par - the Free Cause Party - headed by Zakaria Yapiji Oğlu.
During the meeting, the political situation in the region was discussed and views were exchanged on the necessity of finding peaceful solutions to problems and adopting the path of dialogue and understanding among the peoples of the region.
The need to strengthen relations between the Kurdistan Democratic Party and Huda Par was also emphasized.

Masrour Barzani, condoling the departure of a Kurdish storyteller and translator: He provided a great service to the Kurdish language, literature, and library
ARK News… The Prime Minister of the Kurdistan Regional Government, Masrour Barzani, offered his condolences on the departure of the well-known Kurdish storyteller, translator, and writer Ahmed Muhammad Ismail, who passed away on Wednesday.
"With great regret, I received the news of the departure of the well-known Kurdish storyteller, translator, and writer, Mr. Ahmed Muhammad Ismail," the Prime Minister said in a telegram of condolence and sympathy.
He added, "Professor Ahmed Muhammad Ismail, through his literary productions, provided a great service to the Kurdish language, literature, and library."
He added, "I offer my condolences and sympathy to his honorable family, relatives, and friends, and I share their sorrows with them."
The prime minister concluded, "I pray to God to dwell him in his spacious gardens, and to inspire everyone patience and solace."

An appeal to the Kurdistan government from 200 families from Syrian Kurdistan stranded in Sudan
ARK News… Kurds residing in Sudan, on Tuesday, appealed to the Barzani Charity Foundation and the Kurdistan Regional Government to help them, due to the ongoing conflict in the country.
In a statement sent by 200 Kurdish families residing in Sudan to Kurdistan 24, these families, who are from the regions of Serê kaniyê, Girê Spî, Afrin, and Kobani in Syrian Kurdistan, called on the regional government to help them.
Ibrahim, a citizen of Syrian Kurdistan, who is currently residing in Sudan, told Kurdistan 24 that Kurdish families have been living in Sudan for about 10 years.
He added, "No one is asking about our conditions, and the situation is dangerous, and the internal conflict is deteriorating day by day."
Clashes broke out in Sudan in mid-April, between the Sudanese Armed Forces, led by Lieutenant General Abdel Fattah al-Burhan, and the Rapid Support Forces, led by Lieutenant General Muhammad Hamdan Daqlo, as a result of which hundreds of deaths occurred on both sides in order to control the third largest country in Africa.

Barzani Charity Foundation distributes aid in four districts in the Afrin countryside
ARK News... The Barzani Charity Foundation is the first charity and humanitarian foundation that has provided relief to the cities of Afrin and Jenderes and their villages in Syrian Kurdistan since their arrival on February 10, 2023.
After the devastating earthquake that hit the region, especially Jenderes, aid distribution operations continued by the Barzani Charity Foundation to those affected by the earthquake.
During the past few days, the Foundation has provided relief to four towns in Afrin, and the Foundation's teams have distributed food parcels, sponges, blankets, pillows, and other supplies in the villages of Shara.
It also assisted the Mabata town by distributing aid, while providing aid to people with special needs in Rajo town.
In a video clip obtained by ARK, an Arab displaced person with special needs thanked the foundation's teams and expressed his gratitude to them.
A source from Bulbul town told ARK that the Foundation distributed humanitarian and medical aid to Bulbul town and its affiliated villages.
According to the Foundation's latest statistics on aid, 153,189 families benefited from the Barzani Charity Foundation's assistance in the cities of Afrin and Jenderes until April 18, 2023.
Since the tenth of last February, after the devastating earthquake occurred, and until now, the Foundation has been distributing aid to the people in Afrin, Jenderes, and their villages.

The death of the writer's mother, Bekas Ibrahim
ARK News... The mother of writer Khalid Ibrahim Bekas, on Tuesday, April 25, 2023, died in a hospital in Damascus, the Syrian capital.
Mrs. Jamila Abdi, the mother of writer Khalid Ibrahim (Bekas), born in 1956, passed away after a bitter struggle with an incurable disease that afflicted her.
It is scheduled to be buried in her hometown in the city of Hasakah in Syrian Kurdistan.
The writer Khalid Ibrahim has a novel "Questions of Blood and Regret", and a number of unprinted works, in addition to many articles and poems.

ممثل ENKS من أمريكا لـ ARK: حراك هيئة التفاوض لمواجهة التطبيع مع النظام السوري
آرك نيوز... قال ممثل المجلس الوطني الكوردي في سوريا ضمن هيئة التفاوض السورية إبراهيم برو اليوم 27 نيسان 2023, إن الهدف من الحراك الدبلوماسي في أمريكا هي مواجهة التطبيع مع النظام السوري وثمة ثلاثة مواضيع على طاولة جولتهم في أمريكا، وهي تعويم النظام واللاجئون السوريون في لبنان واللاجئون العالقون في السودان.
وفي جولة دبلوماسية, وصل 25 نيسان 2023 وفد من هيئة التفاوض السورية إلى أمريكا لإجراء عدة اللقاءات في الخارجية الأمريكية والكونغرس والمعنيين بالشأن السوري.
برو قال في تصريحات خاصة لـ ARK: "الهدف من جولتهم والموضوع الأبرز هو مواجهة المساعي لإعادة النظام السوري إلى الجامعة العربية, لا سیما بعد التقارب الأخیر بین السعودية وإيران عن طريق الصين, فالسعودية تسعى لإقناع الدول العربية لإعادة النظام السوري إلى الجامعة العربية".
أكد ممثل ENKS في هيئة التفاوض "نقدر مصالح الدول ولكن لا يجوز أن تكون على حساب دماء الشعب السوري, فتعویم النظام یعني إفلات الأسد من العقاب وطي ملف إیجاد حل عن طریق 2254 برعاية أممية ودولية".
تابع بالقول "الموضوع الثاني هو اللاجئون السوريون في دول الجوار بالأخص في لبنان والانتهاكات الأخيرة بحقهم وسط أنباء عن مداهمة منازلهم واعتقالهم وإجبارهم على العودة إلى سوريا وتسليمهم إلى النظام"
أوضح "الموضوع الثالث, العالقون في السودان من اللاجئين السوريين كورداً وعرباً وكيفية إيجاد طريق آمن لنقلهم إلى دولة أخرى لأنهم لا يمكنهم العودة إلى سوريا"
حول اللقاءات التي أجريت, قال ممثل المجلس الوطني الكوردي في سوريا في هيئة التفاوض السورية إبراهيم برو إن "الوفد التقی مع باربارا ليف نائبة وزير الخارجية الأمريكية, وإيثان غولدريتش مسؤول الملف السوري وعدد من أعضاء الكونغرس ومركز العربي للدراسات".
وأكد أن "اللقاءات والجولات الدبلوماسية في الأيام المقبلة ستستمر".
الوفد برئاسة د. بدر جاموس رئيس الهيئة وكل من سالم المسلط رئيس الائتلاف وإبراهيم برو ممثل المجلس الوطني الكوردي في سوريا ضمن الهيئة وفدوى العجيلي ممثلة المستقلين.
