International Commission of Inquiry: SDF has not fulfilled its obligations to end the recruitment of minors
ARK News… The Independent International Commission of Inquiry on Syria and Northeast Syria revealed that the "Syrian Democratic Forces" continue to illegally deprive individuals of their freedom, including in ways that amount to enforced disappearance in some cases.
The Independent International Commission of Inquiry on Syria said in its report for the first half of the year 2023 on the situation of human rights in Syria that the torture and ill-treatment of detainees in Hasakah and Raqqa prisons contributed to their death, and the poor conditions of detention in these two prisons, including the lack of provision Adequate medical assistance, to ill-treatment and war crimes.
The Independent International Commission of Inquiry on Syria added: The SDF in the camps is pursuing prolonged and comprehensive detention without individual or regular review of approximately 51,600 people in the Al-Hol and Al-Roj camps, and the illegal deprivation of liberty, and the conditions in both camps amount to cruel or inhumane treatment.
The report documented the abduction of children by parties affiliated with the "Syrian Democratic Forces", and although the latter signed an action plan to end the recruitment and use of children in armed conflicts, it did not fulfill its obligations to continue committing the war crime of recruiting children under the age of 15 into the forces or armed groups.

زيلينسكي يهدد الاتحاد الأوروبي باللجوء إلى التحكيم والمنظمات الدولية
هدد الرئيس الأوكراني فلاديمير زيلينسكي، سلطات الاتحاد الأوروبي باللجوء إلى القضاء في حال تمديد القيود على استيراد المنتجات الزراعية الأوكرانية.
وشدد زيلينسكي، في خطابه أمام قمة الدول المشاركة في مبادرة البحار الثلاثة، على أن أوكرانيا تعارض بشكل مطلق أي قيود أخرى لاحقة على تصدير الحبوب منها.
وأشار إلى أن كييف "تراقب بهدوء" كيف أصبحت الحبوب الأوكرانية "مصدر دخل جيد" لبعض الدول الأوروبية المشاركة في معالجة هذه الحبوب والكسب من الخدمات اللوجستية.
ونوه زيلينسكي، بأن الأمر بالنسبة لهذا القطاع الأوكراني من الاقتصاد الأوروبي، لا يتعلق بكسب المال، بل يتعلق بالبقاء والاستمرار.
وخاطب زيلينسكي "بشكل منفصل" المفوضية الأوروبية، قائلا إن "أساس أوروبا" هو المنافسة الحرة و"الوفاء بالوعود".
ووفقا له، لا يعيق نظام كييف المنافسة، لكنه لن "يتقبل بهدوء انتهاك هذه الوعود"، بما في ذلك اتفاقية الشراكة بين أوكرانيا والاتحاد الأوروبي.
وأكد أنه سيلجأ للتحكيم وللمؤسسات والمنظمات الدولية، إذا تطلب ذلك "النضال من أجل أوكرانيا ومن أجل أوروبا المشتركة"، رغم عدم وجود الرغبة في ذلك لديه.
تعرف "مبادرة البحار الثلاثة" أيضا باسم مبادرة بحر البلطيق والبحر الأدرياتيكي والبحر الأسود، والتي تضم 12 دولة من الاتحاد الأوروبي تتمتع بإمكانية الوصول إلى بحر البلطيق والبحر الأدرياتيكي والبحر الأسود.

Idlib... Families displaced from Jabal Al-Zawiya due to the Russian escalation
ARK News… Russian warplanes, on Tuesday morning, carried out air strikes using high-explosive missiles, targeting the Zawiya Mountain area, south of Idlib Governorate, located within what is known as the "fourth de-escalation zone" (Idlib and its environs).
The region is witnessing a displacement of people to the relatively safe areas north of Idlib Governorate, northwestern Syria.
Local sources said that Russian warplanes targeted the town of Al-Fatira in the southern countryside of Idlib, northwest of the country, with five raids using concussion missiles on Tuesday morning, without causing any human casualties.
The sources confirmed that the regime forces and Russian-backed militias have targeted, with more than 70 shells and missiles since Tuesday morning, the towns of “Kafr Aweid, Kansafra, Al-Bara, Binin, Al-Ruwaiha, Fleifel, Sufuhan, and Al-Fatira” in the Jabal Al-Zawiya area, south of Idlib Governorate, and the town of Maarat al-Na’asan, north of Idlib Governorate, in addition to two Russian and Iranian reconnaissance planes flying over the area.
A child died, on Monday, and her sister was injured, as a result of regime forces targeting a tent on agricultural land on the outskirts of the city of “Sarmin” in the eastern countryside of Idlib, especially since the family of the two girls was displaced a day before from the town of “Afes” in the eastern countryside of Idlib as a result of the town bombing, they were subjected to.
The villages and towns of the Jabal al-Zawiya area, in addition to the towns of the western Aleppo countryside, witnessed a displacement of people during the past few days, as a result of the escalation of the regime forces and Russia in the region through ground attacks and air strikes.
According to the Syrian Civil Defense Organization, since the beginning of this year, regime forces, Russia, and militias loyal to them have carried out 491 attacks. مجلس الأمن يناقش التقدم المحرز في إزالة الأسلحة الكيميائية لنظام الاسد
آرك نيوز.. يعقد مجلس الأمن اليوم جلسة مفتوحة تليها جلسات مشاورات مغلقة لمناقشة التقدم المحرز في إزالة برنامج الأسلحة الكيميائية للنظام السوري.
وكان الأمين العام للأمم المتحدة قد أحال يوم 28 آب/ أغسطس الماضي التقرير الشهري 119 لمدير منظمة حظر الأسلحة الكيميائية المقدم عملاً بالقرار 2118 (2013) .
وأكد الأمين العام في رسالته للمجلس أن استخدام الأسلحة الكيميائية في أي مكان من قِبل أي جهة كانت وتحت أي ظرف من الظروف هو أمر لا يمكن التهاون معه.
وشدد على أن الإفلات من العقاب على استخدامها هو أمر غير مقبول بالمقدار عينه، وأنه لا بد من تحديد هوية الذين اســــــتخدموا الأســــــلحة الكيميائية ومحاســــــبتهم.
وفي إشارة إلى انقسام المجلس وفشله في تنفيذ القرار 2118 وإدانة النظام السوري، قال الأمين العام في رسالته: “إن وحدة الصف في مجلس الأمن أساسية لتحقيق هذا الهدف المُلحّ”.
وكان مجلس الأمن قد اتخذ القرار 2118 (بتاريخ 27 أيلول/ سبتمبر 2013) المتعلق بالقضاء على برنامج الأسلحة الكيميائية للنظام السوري، على خلفية استخدام النظام لها ضد السكان المدنيين في الغوطة الشرقية بريف دمشق يوم 21 آب/ أغسطس 2013 .

في اليوم الثالث من مجلس عزاء الفنان عبدالقادر سليمان توافدت الوفود الجماهيرية, والشخصيات الوطنية والاجتماعية, وعلماء الدين الأفاضل, والنخب الثقافية من الفنانين, والكتّاب, والشعراء, ونقابة فناني كوردستان – سوريا, واتحاد كتاب كوردستان سوريا فرع إقليم كوردستان إلى مجلس العزاء المقام في جامع النورسي بمخيم دوميز في محافظة دهوك بإقليم كوردستان.
توفي الفنان عبدالقادر سليمان عن عمر ناهز 62 عاما, يوم الإثنين ( 4 / 9 / 2023 ) في مستشفى آزادي بمحافظة دهوك, ووري الثرى في مقبرة شاخكي بدهوك.

Qamishlo... PYD administration doubles the price of a loaf of bread
ARK News… In light of the deteriorating economic and living conditions in Syrian Kurdistan, the PYD administration continues to create crises and harass citizens.
Local sources, on Wednesday, September 6, 2023, reported that the PYD administration had raised the price of a bundle of bread in Qamishlo city from 500 Syrian pounds to 1,000.
The sources added that, in addition to the high price, the bread that this administration distributes to the people lacks the lowest quality standards.
The PYD administration had raised the price of a bundle of bread in Kobani city too from 500 Syrian pounds to 750.
