Erbil and Baghdad Reach Final Agreement on Implementing the ASYCUDA System

ARK News.. Erbil and Baghdad have reached a final agreement on the implementation of the ASYCUDA customs system and the sharing of customs revenues, the Kurdistan Region’s Minister of Interior has announced.

Speaking to reporters on Tuesday, August 11, 2026, Kurdistan Region Interior Minister Rebar Ahmed said the implementation of the ASYCUDA customs system was carried out under the direct supervision of Kurdistan Region Prime Minister Masrour Barzani, following a series of intensive meetings.

Rebar Ahmed said the final outstanding dispute over the distribution of revenues from border crossings had been resolved, with an agreement reached, in accordance with the Constitution, to divide the revenues equally, with 50 percent allocated to Erbil and 50 percent to Baghdad.

The minister also stressed that the system would provide significant facilitation for traders and help boost commercial activity.

At the same time, he called for the removal of what he described as illegal and unconstitutional checkpoints located between cities in the Kurdistan Region and the rest of the Iraqi provinces, which impose fees outside the legal framework.
