Europe Allocates €90 Billion to Ukraine from Frozen Russian Assets
ARK News.. European Council President Antonio Costa confirmed on Friday, December 19, 2025, that the European Union has approved €90 billion in financial support for Ukraine covering the period 2026–2027.
For his part, Polish Prime Minister Donald Tusk said that EU leaders agreed during a Brussels summit on Thursday to pursue the option of financing Ukraine for 2026 and 2027 through the use of frozen Russian assets, instead of resorting to joint borrowing by EU member states.
Tusk stated: “We are certainly seeking a breakthrough. This means there is agreement that it is worth trying and that using Russian assets for the benefit of Ukraine would be justified and beneficial for Europe. However, some countries will continue to push until the very end to secure the maximum possible guarantees for their national interests
