Kurdistan Region’s Interior Ministry: Non-Governmental Actors Obstructing Implementation of the Sinjar Agreement

ARK News..The Ministry of Interior of the Kurdistan Regional Government (KRG) stated that five years have passed since the signing of the Sinjar Agreement without implementing its key administrative and security provisions, blaming actors outside official state institutions for obstructing the process.

Below is the full text of the statement:

“Today marks five years since the signing of the Sinjar Agreement, yet none of its main provisions regarding the reestablishment of administrative and security structures have been implemented. The purpose of this agreement was to create a roadmap for normalizing the situation in Sinjar — ensuring stability, prosperity, and restoring confidence to enable displaced persons to return freely and with dignity to their ancestral homes.

The implementation of this agreement was also part of the political understandings among the parties forming the current government and included in the federal government’s ministerial program.

Despite efforts by the governments of Erbil and Baghdad to carry out the terms of the agreement, certain groups and individuals outside official institutions — who consider themselves above the law, agreements, and state institutions — have been the main obstacle to its implementation. This has resulted in the continued suffering of displaced persons, growing despair, and a significant wave of migration abroad.

From the very beginning, the Kurdistan Regional Government has affirmed its full readiness to assume its responsibilities in implementing the agreement and to prepare the conditions for the return of our Yezidi brothers and sisters and other original inhabitants of the area. We remain deeply concerned about the ongoing suffering of the displaced and hold those who openly obstruct the implementation of the Sinjar Agreement fully responsible for the continued instability in the region.”
