ARK News.. Ahmed al-Shar’a delivered a speech to the Syrian people following his inauguration as President of Syria, declaring liberation from the grip of a criminal regime that oppressed Syrians for decades.

To the proud people of Syria,

I stand before you today with a heart full of hope and determination, addressing every Syrian man and woman—those living in displacement camps, the refugees and the displaced, the wounded and the injured, the families of martyrs and the missing, and the revolutionary activists who have dedicated their lives to the struggle for a free Syria.

Today, I speak to you fifty-four days after our collective liberation—fifty-four days since Syria broke free from the grip of a criminal regime that oppressed us for decades. Fifty-four days have passed since we ended fifty-four years of one of the darkest forms of authoritarian rule in Syria and the world.

Syria was liberated first by the grace of God, and then by the courage of every individual who fought from within and beyond our borders, every person who sacrificed their life, their blood, their home, their wealth, and their safety.

Syria was freed by its martyrs, its prisoners, and its tortured souls—by the missing and the disappeared, by grieving mothers and bereaved families. It is because of their sacrifices, and yours, that I stand here today to open a new chapter in the history of our beloved country.

This victory was born from the voices of demonstrators and the chants of protestors in the squares and streets, from the hands of Hamza Al-Khatib and the songs of the revolution, from the cries of detainees and the tortured in the dungeons of Tadmor, Sednaya, and Palestine Branch. It endured through the sacrifices of revolutionaries who liberated Syrian lands despite years of suffering under missiles, barrel bombs, and chemical attacks, yet they never surrendered and never broke.

My fellow Syrians,

On Wednesday, I assumed the responsibility of leading this nation after extensive consultations with legal experts to ensure that the political transition follows legal frameworks and gains the legitimacy it deserves.

Today, I address you as the President of Syria in this critical phase, praying that we may rise together, overcome the challenges ahead, and rebuild our nation—not through leadership alone, but through unity between the people and their representatives.

I do not speak to you as a ruler but as a servant of our wounded homeland, striving with all my strength and will to achieve Syria’s unity and revival. We must all recognize that this is a transitional phase, an essential part of a political process that requires the genuine participation of all Syrians, inside and outside the country, to build their future with freedom and dignity—without exclusion or marginalization.

We will work on forming an inclusive transitional government that reflects Syria’s diversity—one that represents men, women, and youth alike—and assumes the task of rebuilding Syria’s institutions until we reach the stage of free and fair elections.

Based on my current mandate and the decision to dissolve the People's Council, I will soon announce a preparatory committee to establish a temporary legislative body to fill this institutional gap during the transition.

In the coming days, we will also introduce a preparatory committee for the National Dialogue Conference, which will serve as a platform for open discussions and deliberations on our future political program.

Following these steps, we will issue a constitutional declaration to serve as the legal foundation for the transitional period.

Our Priorities Moving Forward:
Achieving civil peace and ensuring accountability for criminals who have committed massacres and atrocities against our people—whether they remain within Syria or have fled abroad—through a true process of transitional justice.

Restoring Syria’s territorial unity—all of Syria—under a single, sovereign authority.

Building strong state institutions founded on efficiency and justice, free from corruption, favoritism, and bribery.

Revitalizing the economy to restore Syria’s regional and international standing, create dignified employment opportunities, improve living conditions, and rebuild essential public services.

To the Free People of Syria,
Rebuilding our nation is a collective responsibility. I call upon all Syrians to participate in constructing a new homeland—one governed by justice, consultation, and the rule of law.

Together, we will shape the future of Syria—a Syria that stands as a beacon of knowledge and progress, a sanctuary of security and stability, a land of prosperity and advancement. A Syria that extends its hand in peace and mutual respect, where its people return to a dignified, flourishing, and secure homeland, God willing.
