Nawaf Rashid said in statements during his participation in the ARK newsletter: "Because of Nubil and Zahraa, the two Shiite towns, Iran opposes handing over Tel Rif’at to Turkey and does not want to create a new problem for it, because the opposition factions are Sunni and will pose a danger if they control Tel Rif’at, while Turkey insists on Tel Rif’at and Manbij ".

He added, "The warring countries America, Russia, Turkey, and Iran in Syria are in continuous negotiations, and Turkey is focusing on Manbij and Tal Rif'at because it says that the two points are a source of concern for it, and the areas under its control such as Afrin in Syrian Kurdistan, Al-Bab, Jarablis, and Izaz are targeted by the SDF from time to time."

He pointed out that "Iran opposes in any way the military operation in Tal Rifaat, because it benefits from the presence of the SDF in Tal Rifaat and al-Shahba because of the latter's protection of the towns of Nubil and Zahraa, while Russia demanded that the SDF withdraw from Tel Rif’at and al-Shahba and hand over the areas to the Syrian regime."

Regarding the SDF's negotiations with the regime, he said: "The SDF has rushed to Damascus and the Syrian regime's demands are clear, namely the re-handover of the areas, and the activation of the article of recognition of the local administration (the mayors), provided that there is no Kurdish specificity, the non-recognition of the Autonomous Administration, and the SDF's accession to the regime's army."

At the end of his speech, he said, "The American position is still vague and unclear, but it does not want to deepen the differences with Turkey and what is being announced other than what is agreed upon secretly. America is working on many ropes, and in the coming period, the scene will be clearer.
