The former deputy said: In an interview with Kurdistan 24: “The Shingal agreement between the Kurdistan Region and Baghdad has not been implemented yet, and every group of militias affiliated with the Kurdistan Workers Party and the Popular Mobilization Forces represents a big problem for the people of Shingal, while the city is still destroyed.”
Dakhil indicated that Shingal will re-bury the remains of 104 victims of the Kojo village on Saturday, while it is awaiting the arrival of the remains from Baghdad, which witnessed an official memorial ceremony.
She added that the Iraqi government “did not pay any attention” to the fate of the kidnapped Yezidis, and did not know who was martyred and who is still alive six years after the ISIS attack.
Viyan Dakhil touched on the draft federal budget for the year 2021 and indicated that the allocated share for Nineveh Governorate did not allocate any part to the reconstruction project of Shingal, which is the city that has been affected by 80 percent by the ISIS attack and the battles that followed.
She indicated that the "PKK and the Popular Mobilization Militias" created many internal and external problems for the people of Shingal, and said that these groups have become "an obstacle to the normalization of conditions" in the city.
"The Shingal agreement was concluded between Erbil and Baghdad, but this has not been implemented yet, and the Commander-in-Chief of the Armed Forces, Prime Minister Mustafa Al-Kazhemi, was unable to take a decision to expel the Popular Mobilization Forces and the PKK from Shingal, and he was unable to appoint a new mayor to the district," she continued.
She explained that, according to the agreement signed between Erbil and Baghdad, a security force of 2,500 people should be formed in Shingal, part of them from the displaced, but it has not been formed.
"The PKK, the Hashd, the army, the Federal Police, and other armed groups are still stationed in Shingal, and they have not left," said Viyan Dakhil.
And officials in the Kurdistan Region previously said that the Shingal Agreement was not implemented as stipulated and that what happened in the city was a formality, especially after the PKK and armed militias wore the uniforms of the Iraqi forces and are still stationed in the city center.
Shingal lived two rounds of displacement, the first when ISIS attacked it in August 2014 and committed widespread massacres, and the second was in the wake of the October 2017 events that enabled the Popular Mobilization Forces and the Kurdistan Workers Party (PKK) to control the city, which further exacerbated the situation.
The city of Shingal desperately needs funds to build what was destroyed by ISIS and what was affected by the battles that ended with its liberation in late 2015 by the Peshmerga before Iraqi forces nominally took control of it in the second half of October, following the referendum.
Shangal is one of the "disputed" areas between the Kurdistan Region and Baghdad.
