"The Kurdish Council" and the “Coalition” form a body to arrange the return of the displaced

The “Kurdish National Council” and the “Syrian National Coalition” have announced the formation of a “high committee” of eight personalities and the formation of three joint sub-committees to “limit violations and communicate with the displaced people in the cities and towns of Afrin in Aleppo and Sari Kaniye in Hasaka and Gire Spi in Raqqa, and to monitor and ensure the return of its indigenous people, following up on their cases, returning their properties and preventing harassment, arrest or kidnapping after their return.”

Muhammad Ismail, the administrative official of the Political Bureau of the "Kurdistan Democratic Party - Syria", one of the most prominent parties of the "Council", told "Asharq Al-Awsat" that the joint commission will start its work and a problem from the leaders of the "coalition" and its interim government, and discussions revolve around the mechanisms and work of each committee according to the circumstances of each region and define a time frame. He added: "We asked all concerned parties, including the United States of America, to help in making its work a success so that the displaced can return safely to their original homes." He pointed out that "the coalition is committed to investigating all violations and taking appropriate measures and working to return them."

On January 20, the two sides reached an agreement "a humanitarian mechanism" to ensure the return of displaced from the cities and towns of northeastern Syria who were displaced and fled their homes, as a result of the Turkish military operations in their hometown with the participation of loyal Syrian factions affiliated with the interim "coalition" government, on the Turkish role, Ismail said: “Through the presence of the coalition in Turkey, coordination will be with it and with the relevant and influential international parties in the Syrian file.” He pointed out that the United States has officially informed the Arab-Kurdish “Syrian Democratic Forces” of the necessity of “succeeding in the tasks of the commission and the committees that emanate from it.” The first and last goal is to facilitate and secure the return of civilians, and we hope that this will not be obstructed by all the contradicting parties.

He stressed that the agreement does not fall within the framework of the Kurdish Council's recognition of the current military divisions. He added: "The Council is clear in its direction and peaceful militant history, if this is the case then all Syrians are accused of dealing with the divisions imposed by the raging war." He considered the agreement as part of eliciting official recognition from the "coalition". He said: "Their signature confirms the violations first and the violations second and third, and most importantly their rejection of the demographic change in all Syrian regions and their willingness to work to end it."

Many residents who returned to their properties in the cities of Afrin, Gire Spi (Tal Abyad) and Sari Kaniye (Ras Al-Ain) complain that the armed Syrian factions accuse every displaced person and displaced person who fled his home during the Turkish invasion; his affiliation with the Kurdish “People's Protection Units” and the “Democratic Union Party” that controlled the area for years. Ismail said: "The coalition leaders have confirmed that every compulsory recruiter with the forces or an employee who worked in the administration in order to earn a living, will not be held accountable for the guilt of the military entity that was controlling at one time."
