ARK News: The Syrian Negotiating Body submitted a memorandum to the UN envoy to Syria, Geir Pederson, asking him to work in parallel to establish a mechanism for the detainees' file to achieve practical procedures for the release of detainees in order to ensure that the United Nations fulfills its obligations towards this humanitarian file.

The memorandum pointed out that “the Syrian regime should have unhindered access to the International Committee of the Red Cross, the Office of the United Nations High Commissioner for Human Rights and other internationally recognized organizations to access official and unofficial detention facilities independently throughout the Syrian territory” and “press for a moratorium on executions and extraordinary courts. "

The memorandum also stressed "monitoring and ensuring that the Syrian regime does not continue its violations of arbitrary arrests, particularly in areas of settlement and the practice of torture of all kinds, such as physical, sexual and psychological violence, especially women."

The memorandum also demanded that "the Syrian regime be obliged to disclose the lists of all its detainees and their places of detention, and to disclose information regarding those who died under torture and to hand over their remains to their families."

The memorandum added that “enforced disappearance is a tragedy that goes beyond the disappeared individual into a collective and societal tragedy. It is our duty to give absolute support to the struggle of the families of the disappeared and the concerned human rights organizations to reveal the truth about their fate, and also to bring perpetrators to justice pursuant to the principle of impunity and hold all parties accountable. "
