ARK News: The Syrian Constitutional Committee, representing government, opposition and civil society delegations, meet on Thursday at the Palace of Nations in Geneva for its second session, and the meeting is still ongoing, in this meeting, Dr. Abdul Hakim Bashar, member of the Syrian Constitutional Committee, delivered a speech by the Kurdish National Council in Syria, expressed the vision of the Kurdish National Council for a solution in Syria, and also spoke about the rights of Kurds in Syria, and the following is the full speech of Dr. Abdul Hakim.

The full text of the speech of the Kurdish National Council delivered by Dr. Abdul Hakim Bashar at the 150th Constitutional Committee meeting and with the presence of the Special Envoy of the United Nations, Mr. Geir Pederson and his team on 31.10.2019

Ladies and gentlemen, representatives of civil society organizations and independent personalities

Gentlemen
Representatives of the Syrian people of all national and cultural diversity

It is a historic moment for the Syrians to come together to discuss and seek solutions to Syria through the constitution for the bloody wounds which all Syrians burned by its fire.

The depth of winning the conflict and the scale of destruction and the number of victims of the sons of our nation requires us to stand up seriously and the wisdom to look for real solutions to our problems which are not prosthetic for our problems.

Solutions put our country Syria on the threshold of a new phase in which all Syrians feel part of the solution and that the constitution expresses them and a dear part of the one Syrian people

A country that achieves security, freedom, and dignity for the Syrian citizen

A solution that makes Syria a democratic country free from terrorism and extremism in all its forms


A country where public and private freedoms are launched to their fullest extent

My brothers, representatives of the Syrian people

It is no secret that Syria is a multinational, multi-religious and multicultural country and that the ongoing conflict has created a deep social rift

Ana anyone of you should start-up to represent all Syrians because what is decided will be for all the Syrians and the search for effective solutions for all Syrian individuals, groups and components and as I am the representative of the National Council and expressing its vision, we see the solution lies in the adoption of the following

1. Considering the peaceful option is the only course of the crisis in Syria, where the Council expressed this in all its documents

2-Renouncing violence, terrorism, and sectarianism

3. Protecting the unity of Syria and its territorial integrity and its national sovereignty

4. Recognizing that Syria is a multinational, multi-religious and multicultural country and its constitution respects international conventions and norms

5. The Syrian people are composed of several components that are Arabs, Kurds, Turkmen, Syriac Assyrians, and others

6 - To give a national name to Syria and not national or religious, such as the Syrian Republic, where it was that name until 1962

7. The neutrality of the state towards religions

8. Respecting and protecting all religious beliefs, including Muslims, Christians, Yazidis, and others

9. Ensuring full equality between men and women's constitutional in rights and duties

10. Syria should be a federal state

11- The Legislative Council in Syria should be composed of two chambers of parliament, one of which shall be the representation equally and the other shall be proportional.

12. Separation of the three powers and independence of the judiciary

As for the rights of the Kurds can be summarized as follows:

1. Restoration of nationality to the abstained persons according to the 1962 census and the resulting births and the treatment of its effects and repercussions including the muffled

2 - Cancellation of all decrees and decisions targeting individuals or groups and led to demographic change in specific areas, whether at the national level or in the Kurdish areas and address the effects and repercussions and restore the rights of their owners.

3. Canceling all decisions that led to the change in the names of villages or towns or cities or landmarks in Syria and in the Kurdish areas

4. Recognizing that the Kurdish issue is a national issue and guarantee their national, political and cultural rights constitutionally in accordance with international covenants and charters

5. Considering the Kurdish language as an official language in the Kurdish areas besides Arabic

Dear brothers

I and from this rostrum and as a representative of the Kurdish National Council, which represents the majority of the Kurdish people in Syria, I address the representatives of the Syrian people.

To seek sustainable solutions, not temporary solutions to all problems and issues

Will history immortalize the names of this gathering with the letters of gold that they have contributed to achieving stability and sustainable security in Syria?
