Political report of the Kurdistan Democratic Party - Syria for the month of September 2019
ARK News: After the interactions of the Syrian crisis and its repercussions took a wide range of international and regional attention on the Syrian territory, including carrying arrangements for the distribution of spheres of influence between the international and regional parties and laying the foundations for building an area (they called safe) along the Syrian border with Turkey, and punctuated of the meanings of violence and battles that have long fought against extremism and terrorism or what happened in Idlib from the fighting between many of the conflicting parties, the day began after the announcement of the end of the war in Syria, as if the political track returned to appeal again, and stronger than it was, where the Secretary-General of the United Nations (Antonio Guterres) announced the completion of the Constitutional Committee on 23 September 2019 as a gateway to a political solution, and that the Committee meets on October 30, 2019 in Geneva to begin work on the drafting of the new Constitution as a basis for serious negotiations and a starting point for political transition, and then the general elections in the country, pursuant to UN Resolution 2254 of 18 December 2015 and in line with the Geneva Declaration of 30 June 2012, and the Syrian regime did its best to disrupt the formation of the committee or obstructed it in one way or another, sometimes by challenging the legitimacy of the committee's work, and another by introducing its constitution for 2012 as a draft to amend it, and once fabricating a problem related to the mechanism of taking opinion or position, and so on until the opinion settled on the formula (New constitution or amendment of one of Syria's constitutions) and it is worth mentioning that Geir Pederson, the international envoy to Syria, has announced seven basic rules of the work of the Constitutional Committee, most notably consensus or a majority of 75% of the votes in the decision-making or adoption of opinion or position, and that the new constitution takes into account the rights of all components, including the Kurdish people, unlike the previous Syrian constitutions that did not mention the ingredients at all.
It is worth mentioning that the Kurdish representation is low, but the Council will exert additional burdens politically and diplomatically towards the various parties in order to consolidate the national rights of our Kurdish people and its positive role in the future Syria through its political and cultural elites and community activities, and support these elites today to the representatives of our people in the Constitutional Committee because a political and legal battle simultaneously, and an opportunity to highlight its rights and role.
In this context, despite the attempts of some to question the feasibility of the formation of the Constitutional Committee and its work, but most of the Syrian people are tight in their eyes and expecting hope for this Committee and the results of its positive work, Consequently, the new constitution aims to resolve the Syrian crisis and pave the way for political transition to end the tragedy of the Syrian people with all its national, religious and political affiliations, the fact that the international community, represented by the United Nations, is striving to develop a new constitution for Syria, will be the way to achieve stability and achieve the aspirations of the Syrian people in all its components and approaches through political consensus and international guarantees are not hesitant.
And in the subject of (safe area) and despite the security agreement announced between (America, Turkey and SDF) in this regard, however, Turkey continues to threaten to invade the region in the same way as the tragic scenario in Afrin, and the threat of housing at least one million displaced people in the region, after the construction of many settlements in the form of model villages, while the agreed area (5 to 14 km) does not accommodate such a dubious project aimed at changing the demographic nature of the area, it is expected that Russia supports and favors Turkey in this direction, after it announced the possibility of abandoning Idlib under the pretext of the presence of al-Nusra Front, which means that there is the possibility of a deal between both Turkey and Russia in this regard, the question here is what will be the American position in this? Will it turn back as happened in Afrin? Or it may be a green light from it? Or what? All the possibilities indicate America's dissatisfaction in this regard.
As for Iran, despite the successive economic sanctions which imposed by the United States on Iran, but it did not bother, but it extended through further provocation to its opponents, especially America, however, the firm military threats recently launched by the US administration against it raised its concern, which caused it to result from its ongoing provocations and the tendency to dialogue to alleviate the conflict, but at the same time it is determined to continue against America or that it has a war with America called cyber which is military electronic war, Iran is expected to face great difficulties after its threats to disrupt the flow of oil at international crossings (Strait of Hormuz and the Arabian Sea) and the destruction of Saudi oil structures by destroying Aramco refineries that feed European and East Asian industries, therefore, with its policy, Iran has become increasingly hostile against it, which poses risks to the peace of the region and world peace, in particular, it has a dangerous nuclear program in which it is close to making a nuclear bomb, in addition to carrying out a doctrinal ideological action against many Arab countries in the region, which means that it is facing the widest hostility in the world.
As for Iraq, the government of Mr. Adel Abdul Mahdi is still moving towards solving more national dilemmas that impede the development and progress of Iraq, these include issues of political conflict and the negative role of Iran in this regard, despite Mr. Mahdi's constant announcement that his government is not following the direction of Iran, and that he strives to reduce the Iranian influence in Iraq, his position was reflected in many meetings and events, most recently in his recent visit to Saudi Arabia, and he is serious in restructuring the Popular Mobilization and reduce the role of its factions in provoking strife and unrest, the government of Mr. Mehdi also seeks to settle more controversial issues with the Kurdistan Regional Government despite all the desperate attempts by some political parties in the fabrication of the dispute with the region, especially in the aspects of money and oil and the so-called disputed areas, thus, the government's seriousness in combating financial and administrative corruption through dealing with its files through specialists and experts in this field, in an effort to get rid of such problems in order to devote itself to working to provide factors of economic and social sustainable development on the road to construction and progress.
As for the Kurdistan Region, the presidency and the government are moving towards providing more factors to strengthen the infrastructure of the region, and increased attention to the Peshmerga forces on the road to unification, schools, universities and hospitals, public service facilities and the construction site, as well as the outstanding interest in the cultural, knowledge and artistic side through the establishment of more events and festivals in this repression, the latest of the Duhok International Film Festival in the period from 7/9 to 16 of which participated in 72 countries, This is in addition to enhancing the factors of understanding and compatibility with the political forces and parties, especially with the National Union and Goran, as well as with the Center's government through its president, Mr. Adel Abdul Mahdi in order to end the issues of disagreement, it is worth mentioning that the provincial government has canceled the entry fee for Iraqis to Kurdistan, and the government has also agreed to participate in the local Iraqi elections.
In Syrian Kurdistan, the masses of our Kurdish people and the National Council continue to follow with great concern the tragic situation in Afrin and its cities, towns and rural areas and the suffering of the population thereby armed factions hateful of our people, from kidnapping, arrest, murder and abuse, as well as looting of funds and property and demanding ransom for the release of the kidnapped, despite the efforts and efforts exerted by the Kurdish National Council in Syria through the meetings of its presidency and the Committee on Foreign Relations, and despite the promises of some to make efforts in this regard, the situation is still worsening, which requires further raising the voice of protest against the international community and humanitarian and human rights organizations and appeals to conscience To intervene quickly to end or alleviate the suffering of our people in Afrin and its regions.
As for the upcoming developments, and what should be the consensus, albeit to a minimum, between the various political forces and actors, especially the Kurdish National Council in Syria and the Democratic Union Party, and despite the wishes and efforts of some friendly countries to mediate between the two parties, the latter still practices a policy of uniqueness by political decision and does not care about the requirements of the stage and its requirements, and does not pay attention to the mediation of friends, but persist in arrogance towards the Council and its parties, supporters and even the masses.
We, for our part, both in our party (the Kurdistan Democratic Party - Syria) or in the Kurdish National Council in Syria, we will continue to respect the friends of the Kurdish people and will always seek to serve our people and their fateful issues, especially at this sensitive stage, both through allies and friends, or by relying on self-forces on the road to contribute to the building of the future Syria for all Syrians of various components and their national, religious and political affiliations, including Arabs, Kurds, Syrian Kurds, Assyrians, Turkmen and others, each according to its specificity, and in accordance with international covenants and charters.
