The Syrians continue their revolution with all their sects and components in order to extract their freedom and dignity from a regime that insulted and wasted human life and used murder, oppression and terrorism, and hundreds of thousands of Syrians were killed, hundreds were injured, imprisoned and tortured in full view of the world, and based on the national responsibility of all the political forces that are part of the Syrian revolution, the National Coalition of Syrian Revolutionary and Opposition Forces held working meetings with the brothers in the Kurdish National Council in order to reach an understanding for the accession of the Kurdish National Council and its components of independent parties, bodies and personalities to the National Coalition and its bodies. It was agreed on a framework that includes the political and organizational aspects of joining the National Coalition of the Revolutionary Forces and the Syrian opposition on the basis of commitment to the revolution program represented in participating in the overthrow of the bloody dictatorship of all its symbols, pillars and bases, building a democratic civil Syria, unifying political and field efforts and building an effective national partnership according to the following bases:


1- The National Coalition of Syrian Revolutionary and Opposition Forces affirms its commitment to constitutional recognition of the Kurdish national identity, considering the Kurdish issue as an essential part of the national issue and general democracy in the country, and recognizing the national rights of the Kurdish people within the framework of the unity of the Syrian land and people.


2- The Work on the abolition of all discriminatory policies, decrees and procedures applied against the Kurdish citizens, address their effects and repercussions, compensate those affected, and restore the rights of their owners.
3- The Coalition affirms that the new Syria is a democratic, pluralistic civil state, with a republican parliamentary system based on the principle of equal citizenship, the separation of powers, the transfer of power and the rule of law, and the adoption of a regime of administrative decentralization to enhance the powers of local authorities.

4- The new Syria guarantees to its citizens and to all components what is stated in the international laws and conventions on human rights and fundamental freedoms and equal rights and duties without discrimination in nationality, religion or sex.

5- Syria is a multinational, multicultural and interfaith state, and its constitution respects international treaties and conventions.

6- Commitment to combating poverty and giving areas that have suffered from discrimination policies adequate attention in the framework of development, and achieving justice in the distribution of national wealth, and work to raise the capabilities and standard of living of citizens of all segments and regions, especially areas that have suffered deprivation under the current tyranny.

7- The new Syria, with its democratic civil system and constitution, constitutes the basic guarantee of all the national, religious and social components of the Syrian people.

8- As the Kurdish brothers participated in the activities and events of the Syrian revolution through Youth coordinators, forces and parties, it should be active and distinctive participation within the framework of the National Coalition of the Revolutionary Forces and the Syrian opposition and its bodies, in addition to the full interaction with the requirements of the transitional phase, including the required planning, management and field participation at the national level in all areas.

9- The signatory Kurdish forces are committed to promoting national participation in their activities and events by emphasizing national unity, and are keen on constructive communication with the rest of the national fabric.

10- The forces, parties, and personalities that are part of the National Coalition of the Revolutionary and Opposition Forces shall abide by the policies and programs that are approved in the institutions of the Coalition, including the political program.

11- The Syrian revolution has adopted the great independence flag as a symbol of its sovereign, we adopt the name of the State in the era of independence.

12- The National Coalition of Syrian Revolution and Opposition Forces is working to establish activities and events that contribute to the definition of the Kurdish issue in Syria and the suffering which the Kurdish citizens suffered for decades of deprivation and marginalization, with the aim of building a new culture of Syrians based on equality and respect for the other.

13- The work on establishing training programs and workshops to ensure the distinguished participation of the Kurdish brothers for the purpose of interaction between the Syrian youth and increase communication and enhance understanding.

15- The minimum Kurdish representation, according to the date of this agreement is 14 members, and if the number is less than the minimum entitled the National Kurdish Council has the right to nominate an alternate number up to the agreed minimum.

16- This document is subject to development as required by national action and with the consent of both parties.

The next stage requires uniting the efforts of all Syrians, focusing them in a single framework to confront the bloody regime, protect our people from oppression and terror, and save Syria from the junta that has continued to kill and destroy. The National Coalition of the Revolutionary Forces and the Syrian Opposition and the Kurdish National Council are committed to working together to protect and defend our people and secure everything that secures the overthrow of the regime and to build a new Syria that protects its citizens and safeguards their rights.

Note:
The Kurdish National Council reserves the following paragraph of the third item (and the adoption of a system of administrative decentralization to enhance the powers of local authorities) and believes that the best formula for the Syrian state is a federal state, and the Kurdish National Council will work to achieve this.
