مواطنو كوباني مستاؤون من استمرار أزمة السكر: "مفتعلة من قبل إدارة PYD كغيرها"
آرك نيوز... تشهد مدينة كوباني بكوردستان سوريا أزمة خانقة لمادة السكر منذ أيام. ومواطنو المدينة يؤكدون أنها مفتعلة من قبل إدارة PYD كغيرها من الأزمات الأخرى.
وتشهد أسواق المدينة فقدان المادة وسط احتكار إدارة PYD وصعوبة المواطنين في الحصول عليها وسط توفير المادة في الرقة بكل سهولة وفقاً لمصادر محلية.
وقال اليوم 11 نيسان 2023 أحد المستهلكين في تصريحات خاصة لـ ARK فضل عدم الكشف عن اسمه لدواع أمنية: "الأزمة مستمرة منذ أيام والمدنيون مستاؤون من الوضع المستمر".
تابع "يقف المواطن ساعات طويلة للحصول على كيس بسعة 10 كلغ من شركة نوروز التابعة لإدارة PYD".
أضاف المصدر "أن الكيس الواحد يباع بسعر 56 ألف ليرة سورية وتشهد المدينة حالة استياء من استمرار الأزمة منذ أيام".
أكد المصدر "أن الأزمات التي تعصف بالمدينة مستمرة من محروقات وكهرباء وارتفاع فاحش في الأسعار وسط افتعال إدارة PYD للأزمات آخرها فقدان مادة السكر وهي أزمات مفتعلة من قبل إدارة ب ي د".

الفريق الطبي لمؤسسة بارزاني الخيرية يقدم المساعدات الطبية لأربع قرى في ناحية ماباتا بعفرين
آرك نيوز... زار الفريق الإغاثي لمؤسسة بارزاني الخيرية قريتي كاوركا فوقاني وكاوركا تحتاني في ناحية ماباتا بعفرين في كوردستان سوريا بهدف تقديم المساعدات الطبية للأهالي.
جاء ذلك بعد تقدیم المساعدات الطبية على أهالي قريتي آفراز وكوبك في الناحية ذاتها.
وتستمر عمليات توزيع المساعدات من قبل مؤسسة بارزاني الخيرية على متضرري الزلزال في مدينتي عفرين وجنديرس والقرى التابعة لهما بكوردستان سوريا.
وزع الفريق الإغاثي التابع لمؤسسة بارزاني الخيرية يوم أمس 10 نيسان 2023, طرود غذائية ومستلزمات تنظيف وحليب أطفال ومواد غذائية ومواد تموينية وبطانيات وغيرها من المستلزمات الأساسية على سكان قريتي هوبكا وجقلما وشيخ بلا.
ووفقاً لآخر إحصائيات المؤسسة حول المساعادت, استفادت 82179 عائلة من مساعدات مؤسسة بارزاني الخيرية في مدينتي عفرين وجنديرس حتى تاريخ 1 نيسان 2023.

اليونيسف تحذر من استمرار مخاطر الألغام في إقليم كوردستان والعراق
أعربت منظمة اليونيسف ودائرة الأمم المتحدة للإجراءات المتعلقة بالألغام (UNMAS) عن قلقهما الكبير في اليوم العالمي للتوعية بخطر الألغام والمساعدة في مكافحة الألغام، لأن الأطفال ما زالوا عرضة لمخاطر الأسلحة المتفجرة في إقليم كوردستان والعراق.
وذكرت المنظمة في بيان رسمي، أنه في الأشهر الثلاثة الأولى من عام 2023 لوحدها، تضرر 16 طفلاً من الذخائر غير المنفجرة (قتل أربعة من بينهم وتشوه 12 آخرين) في سبع حوادث، وكان ما يقرب من 80% من الضحايا من الأولاد الذكور.
وأضاف البيان أن هذا يدل على استمرارية مأساوية لما كان عليه الأمر عام 2022، حيث تسببت الأسلحة المتفجرة بمقتل 38 طفلاً وتشويه 47 طفلًا.
وأشار البيان إلى أنه وعلى الرغم من جهود اليونيسف للمناصرة في العام الماضي لوضع حد لهذه الممارسات، من خلال دعم الإعلان السياسي لتعزيز حماية المدنيين من العواقب الإنسانية الناجمة عن استخدام الأسلحة المتفجرة في المناطق المأهولة بالسكان، إلا أن أرقام العراق تبيّن كيف أن النزاعات ما زالت تؤثر على الأطفال حتى بعد سنوات من انتهاء تلك النزاعات.
وأشر البيان إلى أنه في هذه المناسبة قالت ممثلة اليونيسف في العراق وإقليم كوردستان شيما سين غوبتا: «إن هذه الأرقام مقلقة للغاية بالنظر إلى الإرادة والجهود التي تبذلها حكومة العراق وشركائها لضمان حماية الأطفال من الأسلحة المتفجرة».
وأضافت قائلة: «يجب على أصحاب المصلحة المحليين والدوليين بذل المزيد من الجهود لتحقيق عراق خالٍ من الأسلحة المتفجرة الآن. إن التوعية بمخاطر الألغام والذخائر المتفجرة لا يمكن أن تنتظر».
مبينةً أن اليونيسف تواصل العمل مع الشركاء، بما في ذلك مديرية مكافحة الألغام في حكومة العراق، ووكالة مكافحة الألغام في إقليم كوردستان، لزيادة الوعي وزيادة السلامة للأطفال وعائلاتهم ومجتمعاتهم في المناطق الشديدة التلوث.
ولفتت إلى أنه في العام الماضي فقط، تم الوصول إلى 28031 طفلاً و8303 بالغين من خلال التوعية بمخاطر الذخائر المتفجرة.
منوهةً إلى أنه وبغض النظر عن مكان استخدامها، فإن الأسلحة المتفجرة تعرض حقوق الطفل الأساسية للخطر.
ودعت منظمة اليونيسف ودائرة الأمم المتحدة للأعمال المتعلقة بالألغام في العراق الحكومات إلى تجنب استخدام الأسلحة المتفجرة في المناطق المأهولة بالسكان، ورفع الأصوات لحماية الأطفال في جميع أنحاء العالم من النزاعات.

نائبة: معظم المسيحيين هاجروا من العراق إما إلى إقليم كوردستان أو خارج البلاد
قالت النائبة السابقة في برلمان كوردستان عن المكون المسيحي وحيدة ياقو هرمز ، ان اغلب المسيحيين يقدمون على إقليم كوردستان في عيد القيامة وبقية المناسبات والاعياد ، ويحيون هذه المناسبات والاعياد في ظل الامن والأمان والاستقرار والتعايش السائد في الإقليم.
وأقيمت الاحتفالات بعيد القيامة مطلع الأسبوع وسط اجواء امنية واجتماعية مستقرة في عنكاوا وسوران وشقلاوة وآكري (عقرة) وكوية (كويسنجق) ومدينة السليمانية وفي مختلف المناطق الاخرى التي يتواجد فيها المسيحيون.
وبالنسبة لاوضاع المكون المسيحي في مناطق سهل نينوى وكركوك والموصل وبقية المناطق العراقية ، قالت النائبة السابقة والشخصية المسيحية وحيدة ياقو هرمز ، انه لايمكن المقارنة وهناك فرق شاسع وكبير بين أوضاع المسيحيين وبقية المكونات في إقليم كوردستان وباقي المناطق في العراق ، مشيرة الى ان معظم المكون المسيحي هاجروا وتركوا المدن العراقية اما الى إقليم كوردستان او خارج البلاد ، فيما مازالت هناك مشاكل بالنسبة للمكون المسيحي في مناطق سهل نينوى لم يتم حلها ولم يتم ضمان حقوقهم.
وتابعت ، بالقول ان اغلب المسيحيين يقدمون على إقليم كوردستان في عيد القيامة وبقية المناسبات والاعياد ، ويحيون هذه المناسبات والاعياد في ظل الامن والأمان والاستقرار والتعايش السائد في الإقليم على عكس بقية المناطق التي يتواجدون فيها.
وحول أوضاع المسيحيين في القوش وتللسقف في سهل نينوى ، قالت قالت النائبة السابقة والشخصية المسيحية وحيدة ياقو هرمز ، ان أوضاعهم في هذين المنطقتين فقط ، جيدة ، بسبب وجود قوات البيشمركة هناك ، اما بقية المناطق فالاوضاع غير مستقرة فيها وهناك مشاكل. مشددة بالقول انه حتى الآن فإن مصير سكان سهل نينوى غير واضح ولم يتم ضمان حقوقهم لهذا فإن هناك هجرة من المنطقة.
وكان المسيحيون في سهل نينوى والموصل قد تعرضوا خلال الاعوام الماضية ، بعد مجىء داعش،الى عمليات تهجير وخطف وقتل لاسباب طائفية واصبحوا هدفاً للجماعات الارهابية وقد ترك الكثيرون منهم العراق واختاروا طريق الهجرة ، فيما من بقي منهم نزح الى مدن اقليم كوردستان ، وبعد طرد داعش من المنطقة أصبحت الميليشيات صاحبة النفوذ في هذه المناطق وتتحكم بها.
هذا فيما كان بطريرك الكنيسة الكلدانية الكاثوليكية في العراق والعالم، الكاردينال لويس ساكو، حذر نهاية مارس/آذار الماضي من أن يأتي يوم تخلو فيه البلاد من الوجود المسيحي مع استمرار الهجرة الى الخارج.
وقال الكاردينال ساكو ، إن :"السبب الرئيسي في استمرار نزوح آلاف الأسر المسيحية من سهل نينوى ومناطق أخرى، يعود إلى هيمنة جماعات مسلحة وغياب الإعمار في مناطقهم" مؤكداً أنه لا بيئة آمنة لهم في العراق للأسف".
وأوضح، أنه "يتمنى ألا يصل اليوم الذي يكون العراق فيه خالياً من المسيحيين، لكن للأسف، هذا احتمال وارد في ظل التمييز ضد المسيحيين المستمر من قبل جهات متعددة، منها غياب الخدمات وفرص العمل ورؤية واضحة للمستقبل".
وأشار ساكو إلى أن عدم عودة أكثر المسيحيين العراقيين إلى مناطق سكنهم، وتحديداً في الموصل، يعود إلى "أسباب واضحة بالنسبة إلينا وكذلك للعراقيين المطلعين على الوضع العام".

Turkiye confirms the holding of the quadripartite meeting next month in Moscow
ARK News... Turkish Foreign Minister Mevlut Cavusoglu, on Monday, said that the four-way meeting between the foreign ministers of the Syrian regime, Iran, Russia, and Turkey will take place in early May.
Cavusoglu stated, in statements reported by the Russian agency Sputnik, that the meeting will take place in the Russian capital, Moscow.
In a related context, the Russian President's Special Representative to Syria, Alexander Yefimov, revealed that the date of the four-way meeting of the foreign ministers of Turkey, Russia, Iran, and the Syrian regime has been postponed to next May.
Yefimov said in statements he made to the Syrian newspaper, Al-Watan, that the meeting, which was expected to take place on Monday in Moscow, was postponed to the beginning of next May.
Yefimov stressed that the path of normalization of relations between Turkey and the Syrian regime "is long, and all files and issues cannot be resolved and discussed in one or more rounds of negotiations," noting that his country continues its efforts to hold the quadripartite meeting.

Italy renews its commitment to support the Peshmerga forces
ARK News... An Italian military delegation, on Monday, April 10, 2023, renewed the commitment of its country and the international coalition to support the Peshmerga forces, especially in the field of training.
Masrour Barzani, President of the Kurdistan Regional Government, said: We received the commander of the Italian forces in Iraq and the Kurdistan Region, Colonel Mr. Daniele Pisani, on the occasion of the end of his duties.
In the meeting, which was attended by Colonel Mr. Stefano Salvadori, the new commander of the Italian forces in Iraq and the Kurdistan Region, we thanked Italy for its support and assistance to the Kurdistan Region, and we also expressed our wishes to the former commander for success in his future mission, as well as we congratulated the new commander of the forces Italian in Iraq and the region to take over his work.
He continued, we discussed the main axis of the meeting, regarding ways to strengthen relations between the Kurdistan Region and Italy, as well as discussing reforms in the joints of the Ministry of Peshmerga.
He stressed that the Italian military delegation renewed the commitment of his country and the international coalition to support the Peshmerga forces, especially in the field of training.

A source from the village told ARK that the Barzani Charity Foundation distributed aid and humanitarian aid to three villages in Rajo town.
The villages of Hopka, Cheqilma, and Sheikh Billa in Rajo town benefited from the aid, according to the same source.

Mahma Khalil: The return of the Şengal displaced depends on the exit of the KC and the outlaws
ARK News… Yezidi MP Mahma Khalil, on Monday, stated that there are 50 billion dinars allocated for the reconstruction of Sinjar, but the presence of the Kurdistan Workers’ Party and outlaws prevents reconstruction and the return of the displaced, stressing at the same time that the Prime Minister Muhammad Shi’a al-Sudani is serious about implementing this program and the Sinjar Agreement and create conditions for the return of the displaced.
Khalil, a representative of the Kurdistan Democratic Party, said in a press statement, "Sinjar is destroyed and afflicted, and a few days ago we transferred its humanitarian file to the German parliament, and there is international sympathy for the issue and the people of Sinjar. After our return, we met with the Sudanese Prime Minister, Muhammad Shia’ a, and we demanded that there be special consideration for Sinjar."
He added, "50 billion Iraqi dinars have been allocated as an initial financial cover in the Sinjar Reconstruction Fund, but the file of reconstruction and the return of the displaced depends on the departure of the PKK forces and the outlaws from Sinjar district."
Khalil stressed, "We do not allow the absence of the state and tampering with the capabilities of Sinjar and its people," adding, "A non-Iraqi and illegitimate party from outside the borders controls the fate of the people of Sinjar, and therefore the atmosphere must be ready for the implementation of the Sinjar Agreement, and then the convoy of services will begin."
The Yazidi representative indicated that "the file of services, food security, and financial allocations for service projects in Sinjar are found in the Iraqi state budget law."
He pointed out that the ministers of construction and planning "approved the large Sinjar irrigation project by transferring the water supply from the Tigris River to the Sinjar district by an official letter, and the approval was obtained, and there is also an engineering effort and financial sums allocated, but all of them depend on the implementation of the Sinjar Agreement between the federal government and the Kurdistan Regional Government."
He concluded by saying, "Prime Minister Muhammad Shia'a al-Sudani is serious about implementing this program, implementing the agreement, and creating conditions for the return of the displaced to Sinjar."
On October 9, 2020, the governments of Baghdad and Erbil reached an agreement to normalize the situation in Sinjar, which provides for joint management of the judiciary in terms of administrative, security, and service aspects.
ISIS invaded the Sinjar district in 2014 and committed a massacre against its residents before the Peshmerga forces took it back the following year.
However, the Iraqi army, backed by the Popular Mobilization Forces, extended its control over the judiciary due to the tension between the region and the federal government over the independence referendum in 2017.
There are currently two local administrations for Sinjar, one of which has been appointed by the authorities of the federal government, and the second is a government that conducts its business from Duhok Governorate.
The anti-Ankara Kurdistan Workers' Party (PKK) also formed a loyal faction there under the name "Sinjar Protection Units" and receives salaries from the Iraqi government as a faction under the umbrella of the Popular Mobilization Forces.

The Syrian regime renews its artillery shelling on the countryside of Aleppo and Idlib
ARK News... On the night of Sunday-Monday, the Syrian regime forces renewed their artillery shelling on areas in the countryside of Aleppo and Idlib, northwestern Syria, hours after similar shelling killed a child and injured others, east of Idlib.
A local source reported that the Syrian regime forces targeted, after midnight, with heavy artillery shillings the western countryside of Aleppo, as well as the cities and towns of Bannish, Sarmin, Maarat Alia, Afes, and the vicinity of the city of Saraqeb, east of Idlib. They were also subjected to intense shelling with heavy artillery shells, and the damage was limited to material.
