ARK News: Thank you and thank you for providing the opportunity to hear the voice of the people
of the province of Raqqa, after marginalization and non-representation in any forum
and not to hear our voice with the tenderness is one of the most affected areas and
destroyed in recent years.
The province of Raqqa is characterized by the largest agricultural production in Syria
and one of the most oil and gas-rich areas in Syria. It also has a large Euphrates dam
along with other sub-dams and fertile agricultural lands.
Al-Raqqa consists of 96% of the Arabs, 3% Kurds, a few Christians, and Armenians. All
the ingredients lived in safety and brotherhood together.
About 85% of the governorate and its infrastructure were destroyed, bridges and living
facilities were destroyed. There is no drinking water, no hospitals, no schools, no
electricity.
The barbaric aggression led to the displacement of most of the inhabitants of the
province and the killing and wounding of thousands of its people, some of whom are
still bodies under the rubble and children deprived of education 7 years ago.
The brutality of the Syrian regime and its bombardment of the city led to the
emigration of thousands of citizens from the sons of Al-Raqqa, and then came to urge
and complete the displacement in the name of religion. Then came the Qusd and
completed the series of forced displacement in the name of belonging to Da’esh and
forced recruitment imposed on the youth of Al-Raqqa, And a militia consisting of
several militias, most notably the terrorist organization B Kaka, which comes from the
mountains of Qandil in northern Iraq, supported by some mercenaries who were in the
organization of a call and began the process of demographic change again under the
pretext of belonging to Da’esh.
In order to restore the former, the causes of the problem must be addressed as follows:
1 - Compensation for those affected and the formation of immediate committees.
2 - To protect the city from bombing it to provide safety for innocent civilians, to help
them to escape from all strange banners, and to transfer power to a transitional
government under the supervision of the United Nations, guaranteeing the return of
the old regime in any way, in accordance with UN Resolution 2254 and the release of all
detainees so that For the displaced to rest and return to their cities.
2. Establish immediate committees to remove the mines from the city and extract the
bodies of the civilian martyrs.
3 - Help rebuild the destroyed infrastructure from all aspects of service life
(Schools - health sector - construction of destroyed bridges - water and electricity
services) and raise the flag of the United Nations in the province.
4- Raqqa is rich in its agricultural and oil resources and is able to reconstruct what it
destroys itself by enabling it to adopt its potential when achieving peace and security.
5 - Provide judicial staff of the people of the province and civilian police to maintain
security and the implementation of judicial decisions.
It should be noted that Syria does not need a new constitution to be written by foreign
hands. It needs to be saved from the Syrian regime, which has caused the destruction of cities, the displacement of the population and the occupation of occupied Syria. It is not
acceptable that Russia writes a new constitution for Syria because that is a flagrant
violation of international law.
The Constitution requires the formation of a committee to draft a constitution by Syrian
experts and lawyers, not by the hands of opposition and loyalists, and under the
supervision of the United Nations in the implementation of UN Resolution 2254, this is the
right of the Syrians alone (in accordance with all international norms and laws, the
social contract is formulated among the people and by themselves) Outside of them
because it requires reciprocal concessions among themselves to achieve coexistence
and organize all their affairs in the state in which they live).
