Paris Urges Damascus to Translate Commitments into Concrete Action

France has welcomed the publication of the Independent International Commission of Inquiry on Syria report, released on August 11, documenting violations committed against civilians in coastal and central-western regions between January and March 2025. Paris described the document as a key milestone in uncovering the truth and ensuring accountability.
In a statement on Tuesday, August 19, the French Foreign Ministry stressed that “the recommendations contained in the report must be fully implemented, as pledged by the Syrian authorities, in order to consolidate civil peace, prevent further crimes, and protect civilians.”
Paris called on Damascus to translate its commitments into practical steps, foremost among them granting the Commission unrestricted access to areas affected by violence and supporting the renewal of its mandate by the Human Rights Council.
The statement also noted Damascus’ declared readiness to involve UN agencies in ongoing investigations into violations and crimes, particularly in Suwayda, which has faced deteriorating humanitarian and security conditions for months.
France further emphasized that Syria’s political transition “cannot succeed unless it is built on solid foundations of inclusivity, respect for human rights, and the rule of law.”
Paris reaffirmed its commitment to supporting Syrians in their struggle against impunity, backing UN efforts and civil society initiatives, and expressed readiness to contribute to programs aimed at strengthening the capacity of Syria’s judiciary in the coming phase
