Political report of the Kurdistan Democratic Party - Syria for the month of May 2020

Several important issues are arisen in the Syrian political scene, which in their entirety are pressing on the Syrian regime towards accepting the political solution through the Geneva 1 reference and international resolutions, especially resolution 2254 and 2118 and all related decisions to the Syrian issue, perhaps the most prominent of these issues is the American waving implementation of the Caesar Law which called the Civil Protection Law in mid-June this year, and a number of conditions and foundations have been set if the regime adheres to them, the risks of implementing that law can be avoided, the most prominent of which is the regime's commitment to a permanent ceasefire, the release of all political prisoners, and the practical acceptance of the international political solution according to the above and other issues and other complementary issues, while law enforcement affects everyone who cooperates with the regime, there is - and it seems - the two main parties in the Syrian equation (America, Russia) agree on most issues, as Russia has made its ambassador in Damascus a representative of Russian President Vladimir Putin, which has made him a perfect (High Commissioner) ) that is, the actual ruler of Syria, this is in addition to many side agreements with some regional countries, including Turkey, Saudi Arabia, some Gulf states, etc., and America has spared no effort in arranging the conditions for some regions, especially east of the Euphrates, as part of the anticipated political solution, and the joint efforts to get the forces and militias of Iran and Hezbollah still in place, and it is expected to put solutions to other issues before any real change in the structure of the regime, the most prominent of which is the solution of the issue Palestinian issue and the Syrian Golan Heights issue with Israel.

As for Turkey, it has become a key party in the Syrian crisis, and it plays a distinct role along its borders with Syria, as it embraces the Syrian opposition, and makes agreements with both Russia and America, and exercises other regional interventions, whether in Libya militarily using mercenaries from the factions affiliated with the Syrian opposition, or in Qatar and so on, and in its system it represents a prominent aspect of political Islam, and it provides the Islamic, orientated or Islamic forces in the region with the necessary assistance, and contributes in one way or another to fueling religious and sectarian conflicts, and it contributes in one way or another to fueling religious and sectarian conflicts, just as it did not fail to interfere or help the people who speak Turkish regardless of their political position, but rather seeks to weave or strengthen its relations with those countries and peoples, all of this in the service of its strategy and goals towards recovering its ancient Ottoman glories, and in the same time, Turkey fears the expected transformations in the region, and the rapid developments that may target profound changes in the region.

As for Iran, it has no intention of withdrawing from Syria until now, it may move part of its forces or change its position from one region to another, but it may enhance its presence in supporting the Syrian regime, which means that the removal of Iranian forces or militia from Syria is not easy. The facilitation, and may result from these efforts are not positive results for Syria and the parties calling for its removal, however, Iran remains depleted of its energies and potentials, either with Syria or for its negative interventions in the affairs of many countries in the region, or in the face of sanctions and international political and economic pressures, as well as asking European signatories to the nuclear agreement with them to declare assurances that they will use nuclear energy for peaceful purposes, otherwise they will have Compressive position is also towards Iran, all of this adding to the deteriorating internal situation politically, economically and socially, in addition to exacerbating the pandemic of the Corona pandemic in Iran on a large scale, which means that Iran is facing dire situations, and the interaction of results may lead to a situation that cannot be neglected.

As for Iraq, it seemed that the government of Mr. Mustafa Al-Kazhemi was taking urgent and serious steps, both in dealing with the internal situation by dealing with financial and economic files, and began by reducing the salaries and allocations of the three presidencies (the republic, the government, parliament) and all those with concessions from state agencies in half as a first step, and by continuing to check the financial file clearly that shows the cases of rampant corruption, to the extent that there are multiple additional salaries for some of the influential people with fake names. It seems that the Prime Minister has experience in this aspect, and he has an agenda that helps him in revealing the circumstances of financial and administrative corruption, as the political side has paid increasing attention, and started with the issue of the American presence in Iraq, and the importance of this presence or not, and for this he formed a team to negotiate with America in this regard, by setting standards and controls in this direction, in general, the new government of Mr. Mustafa Al-Kazhemi remains the focus of attention of most of the components, blocs, and political forces with their various affiliations and stripes.

As for Kurdistan Region, the Kurdistan Regional Command expresses its support and backing to the government of Mr. Mustafa Al-Kazhemi in taking the necessary measures to end the issues of financial and administrative corruption and ending the outstanding problems between the region and the federal government, especially issues of areas named (disputed areas), as they are all Kurdistan regions that should be managed by the Kurdistan Regional Government, this, and the region’s leadership pays increasing attention to the internal situation of the region and work to provide more reasons for understanding between the general Kurdish forces and parties, on the path of achieving sustainable development factors and factors of achieving more calm and stability, the Presidency of the region and the government also seeks to promote good-neighborly relations with all neighboring countries and peoples, and we are not fascinated here by the region's interest (thankfully) for the situation of the Kurdish people in Syria and its political movement and its support for the endeavors of friends in uniting the Kurdish political rank and position, in addition to lending a helping hand to necessity and tribulation, whether during displacement operations after the Turkish invasion of many of our regions, or when an outbreak of the Corona pandemic.

As for Syrian Kurdistan, it is suffering from the high cost of living in an unprecedented way, due to the low exchange rate of the Syrian pound against the dollar and the general currency, which has resulted in low purchasing power among large segments of society, especially those with limited incomes, to the degree of inability to secure the necessities of living and stave off famine risks the real one, while this suffering is expected to increase and aggravate with the approach of applying the Caesar Law, which raises concerns greatly, if there are no measures or procedures in the face of the risks arising from the application of that law, the suffering is compounded in the regions of Afrin, Gire Spi and Sari Kaniye due to the miserable situation as a result of the continuous horrible violations by the armed factions affiliated the Turkish state, the latest of which is the attack on Afrin even for women and their abduction and their families in front of the eyes and ears of the international community, which requires strong protest in the free world to intervene in order to stop these violations, which are shameful of forehead of humanity, withdraw these factions, return the residents to their places of residence, and hand over the administration of the area to its people.

On the other hand, the endeavors and efforts are still serious towards achieving the unity of the Kurdish political rank and position, in preparation for the expected transformations, and what raises optimism about the possibility of achieving that desired goal is the presence of indicators or signs of positive change in the other side of the dialogue (Democratic Union the PYD), that as dialogues progress continuously, this means that efforts and endeavors may yield positive results in a time not so long ago.
