President Barzani Launches Ramadan Charity Campaign in Erbil

Omid Khoshnaw, the Governor of Erbil, announced that under the directive of President Masoud Barzani and Commander Mansour Barzani, 200 bakeries will distribute free bread to citizens during the holy month of Ramadan. Additionally, sweets and water will be provided to more than 2,000 mosques.
Speaking to Kurdistan 24 on Sunday, March 2, 2025, Governor Khoshnaw stated:
"As part of the Ramadan charity initiative in Erbil, following the instructions of President Barzani and Commander Mansour Barzani, 200 bakeries will provide free bread to those in need. Moreover, sweets and drinking water will be distributed to over 2,000 mosques in the city."
Earlier today, Mansour Barzani, Commander of the Kurdistan Region’s Special Forces, visited the Erbil Governorate Office to launch the initiative, acting on a directive from President Masoud Barzani.
Governor Khoshnaw welcomed Commander Mansour Barzani before a meeting was held, attended by senior officials, including Chiya Harki, Deputy Head of the Erbil Organizational Office of the Kurdistan Democratic Party (KDP), along with branch leaders Beland Ismail (Branch 2), Ari Nankali (Branch 16), Sankar Kanbi (Branch 23 in Qarachokh), and Rizgar Anwar (Branch 24 in Safeen).
During the meeting, it was announced that, starting tomorrow, a number of bakeries across Erbil will provide free bread to low-income families. Additionally, 2,000 mosques will be supplied with drinking water and sweets, funded by Commander Mansour Barzani.
Several bakeries across Kurdistan Region’s cities and districts have also followed suit, offering free bread during Ramadan as part of the charitable efforts.

الاتحاد الأوروبي: طلبات اللجوء تراجعت خلال 2024
أعلنت وكالة الاتحاد الأوروبي للجوء، أن دول الاتحاد الأوروبي تلقت خلال العام الماضي أكثر من مليون طلب لجوء، بانخفاض تجاوز 11% مقارنة بعام 2023، بسبب "التراجع الكبير" في الطلبات المقدمة من السوريين والأفغان والأتراك.
قالت وكالة الاتحاد الأوروبي للجوء في تقرير، إن السوريين ما زالوا في مقدمة طالبي اللجوء بنحو 151 ألف طلب في 2024، رغم انخفاض عدد الطلبات التي قدموها بنسبة 17%، مقارنة بالعام الماضي.
وبحسب التقرير، قدم السوريون نحو 74 ألف طلب لجوء في ألمانيا، وأكثر من 22 ألف طلب في اليونان، ونحو 14 ألف طلب في النمسا، و12 ألف طلب في هولندا، وقرابة 30 ألف طلب في دول أخرى.
وأشار التقرير إلى أن معدل قبول طلبات لجوء السوريين في الاتحاد الأوروبي تجاوز 90% في العامين الماضيين، وظلت معدلات الاعتراف متسقة نسبياً بين معظم البلدان، لكن كان هناك "تباين كبير" في نوع الحماية الممنوحة.

هنّأ الرئيس الأميركي، المسلمين بمناسبة قدوم شهر رمضان، مؤكداً التزام إدارته بحماية الحرية الدينية وتعزيز قيم السلام والكرامة الإنسانية.
قال الرئيس الأميركي دونالد ترامب في بيان نشره البيت الأبيض: أبعث بأحر تحياتي بمناسبة الشهر المبارك، الذي يمثل وقتاً للصيام والصلاة والتأمل والتجمع المجتمعي.
وأشار إلى أن رمضان هو فرصة لاستلهام الأمل والشجاعة وعيش حياة تقوم على الفضيلة.
وأضاف أن ملايين المسلمين الأميركيين سيبدأون صيامهم هذا الشهر.
مؤكداً أن إدارته تجدد التزامها بالحفاظ على الحرية الدينية كجزء أساسي من القيم الأميركية، وتجدد سعيها لبناء مستقبل يعمه السلام واحترام كرامة الإنسان.
واختتم الرئيس الأميركي بيانه بالقول: أتمنى لكم ولعائلاتكم موسماً مليئاً بالتأمل في رحمة الله ومحبته، رمضان مبارك.

Syrian Constitutional Committee Drafting a 48-Article Constitutional Declaration
ARK News.. Arab media sources have reported that Syria’s Constitutional Drafting Committee is working on issuing a new constitutional declaration for the transitional phase, consisting of 48 articles that outline new arrangements for governance and state institutions.
According to Al Jazeera, the declaration will stipulate that the President of the Republic must be a Muslim and will grant the president the authority to appoint the People's Assembly within 60 days of the declaration’s issuance.
The sources stated that the People's Assembly will consist of 100 members, ensuring fair representation of different components and competencies. Members will be appointed by presidential decree, and the assembly’s term will last two years.
The declaration will also permit the formation of political parties on a national basis, with a law set to be issued later to regulate political life in the country.
Regarding the military institution, Al Jazeera, citing sources, confirmed that the President of the Republic will hold the position of Supreme Commander of the Army and Armed Forces.
On Sunday, March 2, 2025, Syrian President Ahmed Al-Sharaa issued a decree forming an expert committee to draft the constitutional declaration.
According to a statement from the Presidency of the Republic on the "X" platform, President Al-Sharaa decided to establish a committee comprising experts, including Abdelhamid Al-Awaked, Yasser Al-Huwaish, Ismail Al-Khalfan, Rayan Kahilan, Mohammed Reda Jalkhi, Bahia Mardini, and Ahmed Qurbi.
The decree states that the committee is tasked with drafting the constitutional declaration that will govern the transitional phase in Syria and submitting its proposal to the President of the Republic.

The Fourth Division: Maher al-Assad’s Empire That Drained Syria’s Economy to the Last Drop
ARK News.. From its headquarters in rugged hills overlooking Damascus, the infamous Fourth Division—Maher al-Assad’s empire—bled the Syrian economy dry, looting and depleting its resources to the very last drop.
Following the fall of the Assad regime, many of the division’s notorious military bases, long feared across Syria, were ransacked. However, scattered documents within these abandoned sites reveal the extravagant lifestyle and vast wealth enjoyed by "Sayyida Al-Mu'allim" (Master Teacher)—a title referring to Maher al-Assad—and his inner circle, while many of his soldiers struggled to feed their families, some even resorting to begging.
A trove of documents reviewed by Agency France-Presse (AFP) at several of these now-deserted locations unveils the vast economic empire Maher al-Assad and his network of beneficiaries built—one that extended into every sector imaginable, from the production and trafficking of Captagon to imposing levies at border crossings and military checkpoints.
Western governments have long accused Maher al-Assad and his associates of turning Syria into a "narco-state," flooding the Middle East—particularly the Gulf region—with illicit Captagon pills, a trade estimated to be worth over $10 billion.
However, beyond the drug trade, the documents examined by AFP expose how deeply the Fourth Division infiltrated Syria’s economic structure, operating more like a privileged mafia within a rogue state.
The division seized homes and farmlands, confiscated various goods—including food supplies, cars, and electronics—for resale, and stripped copper and metals from war-ravaged areas.
It also imposed fees at checkpoints, profited from escorting and protecting oil tankers—even those coming from jihadist-controlled areas—and monopolized the trade of tobacco and metals.
Tunnels and Safes
At the heart of this corrupt network stood Maher al-Assad’s private headquarters, built above a maze of tunnels carved into a mountain overlooking Damascus, some large enough to accommodate trucks.
A masked guard from the new Syrian administration led AFP journalists through these tunnels, acting as a tour guide while pointing out a bathroom here, a bedroom there, and what seemed to be emergency exit routes.
Descending 160 steep steps, the team reached sealed-off rooms secured with reinforced steel doors.
The guard claimed to have counted nine safes in one of the rooms.
According to him, these safes were "broken into" and looted on December 8—just hours after opposition factions, led by Hay’at Tahrir al-Sham, overthrew the Assad family's rule, ending over five decades of authoritarian rule.
According to a senior Iraqi official and two Syrian sources, Maher al-Assad (58) was unaware that his brother Bashar was planning to flee to Russia. He escaped separately, taking a helicopter to Iraq before allegedly traveling to Russia via Iran.
Inside the underground complex, chaos was evident—pried-open safes, empty Rolex and Cartier watch boxes scattered everywhere. It remains unclear whether the safes had been emptied before the looting.
The guard pointed to an office he described as "Maher al-Assad’s main office," a two-story structure above ground with tunnels underneath, housing locked rooms "that cannot be opened."
Near an abandoned safe in one of the corridors, a heat-sealing machine—presumably used for packaging stacks of banknotes—was left behind.
Hidden Fortunes
Among the scattered documents reviewed by AFP inside an abandoned security office of the Fourth Division, one detailed expenditure report listed cash reserves as of June 4: $80 million, €8 million, and 41 billion Syrian pounds.
Hundreds of similar documents indicate that Maher al-Assad and his security office maintained comparable cash reserves between 2021 and 2024.
"This is just a small sample of the wealth that Maher and his associates accumulated through their illicit dealings," said Khader Khaddour, a researcher at the Carnegie Middle East Center.
He estimated that their real fortunes were hidden "abroad, likely in Arab and African countries."
"The Fourth Division was essentially a money-printing machine," Khaddour added, noting that this was happening in a country where, according to the UN, over 90% of the population survives on just two dollars a day.
A State Within a State
Western sanctions failed to curb Maher al-Assad and his men or diminish their influence throughout the war years.
"The Fourth Division was an independent state—it controlled everything," said Omar Shaaban, a former brigadier general in the unit who later reconciled with Syria’s new administration.
Although dealing in U.S. dollars was banned in Syria, "many security officers amassed fortunes, with safes and cash holdings exclusively in U.S. dollars," he added.
Maher’s close associates lived in luxurious palaces, frequently importing high-end cars, while outside their gated mansions, the rest of the country sank into poverty, despair, and fear.
Even weeks after Assad’s fall, Syrians continued to visit Maher al-Assad’s villa in the upscale Ya’four district, searching for valuables amid the abandoned stables where his award-winning daughter used to ride horses.
Inside the ransacked palace, a man desperately asked the AFP team, "Where is the gold?" But all he found were scattered old photographs—including one of Maher, his wife, and their three children.
The "Invisible Man"
Maher al-Assad has long been a shadowy and feared figure in Syria, known as the man responsible for carrying out the regime’s "dirty work."
Although his portraits adorned every Fourth Division base, he rarely appeared in public.
Despite being accused by rights groups of ordering the killing of unarmed protesters since 2011 and being linked to assassinations, he remained "the invisible man," according to a source close to the Assad family who spoke to AFP.
"You will find very few people who can claim to know him personally," the source added.
In a February interview with Saudi Arabia’s Al Arabiya network, Majid Jad’an—the sister of Maher al-Assad’s wife, who fled Syria in 2008 due to disputes with him—described Maher as generous and sometimes pleasant company. But, she added, "When he got angry, he completely lost control of his actions and words, which was terrifying."
The Fourth Division, under his command, was the regime’s iron fist, responsible for countless atrocities.
After the war erupted, Jad’an told a French broadcaster, "Maher knows how to destroy, how to kill, and how to lie to appear innocent," comparing his ruthlessness to that of his late father, Hafez al-Assad.

كشفت مصادر إعلامية عربية أن لجنة صياغة الدستور في سوريا تعمل على إصدار إعلان دستوري جديد للمرحلة الانتقالية يتألف من 48 مادة، يتضمن ترتيبات جديدة بشأن نظام الحكم ومؤسسات الدولة.
وفق قناة الجزيرة القطرية أن الإعلان الدستوري "سيشترط أن يكون رئيس الجمهورية مسلماً"، كما سيمنحه صلاحية "تعيين مجلس الشعب خلال 60 يوماً من تاريخ إصدار الإعلان".
وأوضح المصدر أن "مجلس الشعب سيضم 100 عضو، مع مراعاة التمثيل العادل للمكونات والكفاءة، على أن يتم تعيينهم بقرار جمهوري وتكون مدة المجلس سنتين".
كما سيتضمن الإعلان "السماح بتشكيل الأحزاب على أسس وطنية، وفق قانون من المقرر أن يصدر لاحقاً لتنظيم الحياة الحزبية في البلاد".
وفيما يتعلق بالمؤسسة العسكرية، أكدت الجزيرة، نقلاً عن المصادر، أن "رئيس الجمهورية سيشغل منصب القائد الأعلى للجيش والقوات المسلحة".
أصدر الرئيس السوري أحمد الشرع، يوم الأحد 2 آذار 2025، قراراً بتشكيل لجنة خبراء لصياغة مسودة إعلان دستوري.
وقالت رئاسة الجمهورية، في بيان عبر منصة "إكس"، إن الرئيس الشرع قرر أن "تُشكّل لجنة من الخبراء التالية أسماؤهم: عبد الحميد العواك، وياسر الحويش، وإسماعيل الخلفان، وريعان كحيلان، ومحمد رضى جلخي، وبهية مارديني وأحمد قربي".
ووفق القرار "تتولى اللجنة مهمة صياغة مسودة الإعلان الدستوري، الذي ينظم المرحلة الانتقالية" في سوريا، على أن "ترفع اللجنة مقترحها إلى رئيس الجمهورية".

Public Security Forces Deploy in Jaramana, Rural Damascus
ARK News.. Public security forces have begun deploying in the city of Jaramana, located in rural Damascus, following the refusal of suspects in the assassination of a Syrian army soldier to surrender to security authorities.
According to SANA, the Syrian state news agency, Lt. Col. Hussam Tahhan, Director of Security for Rural Damascus, confirmed that the operation aims to arrest those involved in the assassination of Ahmed Al-Khatib, an employee of the Ministry of Defense, and bring them to justice.
Tahhan stated that security forces are working to restore order and dismantle illegal checkpoints set up by armed groups operating outside the law, which have been implicated in kidnappings, killings, and armed robberies.
He also emphasized that these armed factions rejected all mediation efforts and proposed agreements, reaffirming that the state will not tolerate any area outside its authority. He noted that residents of Jaramana have shown significant cooperation with security forces in addressing the issue.
Since Friday, Jaramana has witnessed heightened tensions following an attack by an armed group calling itself "Jaramana Shield Brigade" against Syrian army personnel, preventing them from entering the city while armed.

السعودية تطلق خمسة مشاريع طبية تطوعية في دمشق
أعلنت المملكة العربية السعودية عن إطلاق خمسة مشاريع طبية تطوعية في مدينة دمشق، بمشاركة 50 طبيبًا من مختلف التخصصات، وذلك عبر مركز الملك سلمان للإغاثة والأعمال الإنسانية.
قالت وكالة الأنباء السعودية (واس)، إن المشاريع الطبية التطوعية تأتي ضمن برنامج "أمل" التطوعي لدعم القطاع الصحي في سوريا.
وتمكّن الفريق الطبي التطوعي، منذ بدء الحملة، من معاينة 83 مريضاً، وإجراء أربع عمليات جراحية في تخصص جراحة المخ والأعصاب للأطفال والبالغين، إضافةً إلى ست عمليات لاستبدال سبعة مفاصل، وخمس عمليات في تخصص جراحة الأطفال، إلى جانب 15 عملية قسطرة قلبية للأطفال، تكلّلت جميعها بالنجاح.
يهدف برنامج "أمل" التطوعي إلى تنفيذ 104 حملات طبية وجراحية، إضافةً إلى تقديم برامج تدريبية وتعليمية، ومبادرات تمكين اقتصادي للفئات المحتاجة في عدة مدن سورية، بمشاركة أكثر من 3,000 متطوع ومتطوعة، في إطار جهود المملكة لدعم القطاع الصحي السوري عبر مركز الملك سلمان للإغاثة.
